THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EC) No 66/2010 of the European Parliament and of the Council of 25 November 2009 on the
EU Ecolabel(1), and in particular Article 8(2) thereof,
After consulting the European Union Ecolabelling Board,
Whereas:
(1) Regulation (EC) No 66/2010 provides that the EU Ecolabel may be awarded to products with a reduced
environmental impact during their entire life cycle. Specific EU Ecolabel criteria are to be established for each
product group.
(2) By Commission Decision 2014/350/EU(2), EU Ecolabel criteria were established for the product group ‘textile
products’. The validity of those criteria and of the related assessment and verification requirements is to expire on
31 December 2025.
(3) By Commission Decision 2014/391/EU(3), EU Ecolabel criteria were established for the product group ‘bed
mattresses’. The validity of those criteria and of the related assessment and verification requirements is to expire on
31 December 2026.
(4) By Commission Decision (EU) 2016/1332(4), EU Ecolabel criteria were established for the product group ‘furniture’.
The validity of those criteria and of the related assessment and verification requirements is to expire on 31 December
2026.
(5) By Commission Decision (EU) 2016/1349(5), EU Ecolabel criteria were established for the product group ‘footwear’.
The validity of those criteria and of the related assessment and verification requirements is to expire on 31 December
2025.
(6) By Commission Decision (EU) 2017/176(6), EU Ecolabel criteria were established for the product group ‘wood-, cork-
and bamboo-based floor coverings’. The validity of those criteria and of the related assessment and verification
requirements is to expire on 31 December 2026.

(7) In line with the conclusions of the EU Ecolabel Fitness check (REFIT) of 30 June 2017(7), the Commission, together
with the EU Ecolabelling Board, assessed and confirmed the relevance of the EU Ecolabel criteria for the above-
mentioned product groups for the EU Ecolabel scheme, implementing solutions to enhance synergies among
product groups and to increase the uptake of the EU Ecolabel.
(8) The above-mentioned considerations revealed that, for bed mattresses, furniture, footwear and wood-, cork- and
bamboo-based floor coverings, the criteria were considered still up to date and likely to remain so in the near future.
Consequently, revisions of the criteria and related assessment and verification requirement for those product groups
should be deferred, enabling integration of evolving sectoral legislation and ensuring alignment and coherence with
other ongoing Union product policies. For textile products, the ongoing revision needs to be finalised after the
related delegated act under Regulation (EU) 2024/1781 of the European Parliament and of the Council(8)is issued,
to ensure consistency between the requirements set up in such delegated act and the EU Ecolabel criteria,
considering the possibility for the EU Ecolabel to be used in the future as a as proof of compliance with the
ecodesign requirements set out in that delegated act to the extent that those requirements are covered by the EU
Ecolabel criteria. Until then, the criteria and the related assessment and verification requirement for textile products
should remain valid.
(9) To facilitate the Commission’s coordination of the revision process alongside upcoming legislative initiatives and to
consolidate efforts wherever feasible, it is necessary to extend the validity of the EU Ecolabel criteria, as well as the
assessment and verification requirements set out in Decisions 2014/350/EU, 2014/391/EU, (EU) 2016/1332,
(EU) 2016/1349 and (EU) 2017/176.
(10) To allow sufficient time to finalise the revision processes, bundle criteria issued in the same year in a single
Commission Decision and to ensure market continuity to licence holders between the current and revised versions
of the criteria, the period of validity of the current criteria and of the related assessment and verification
requirements should be extended until 31 December 2028 for textile products and footwear, until 31 December
2029 for furniture and wood-, cork- and bamboo-based floor coverings and until 31 December 2030 for bed
mattresses.
(11) Decisions 2014/350/EU, 2014/391/EU, (EU) 2016/1332, (EU) 2016/1349 and (EU) 2017/176 should therefore be
amended accordingly.
(12) The measures provided for in this Decision are in accordance with the opinion of the Committee established by
Article 16 of Regulation (EC) No 66/2010,
HAS ADOPTED THIS DECISION:
Article 1
Amendment to Decision 2014/350/EU
Article 6 of Decision 2014/350/EU is replaced by the following:
‘Article 6
The EU Ecolabel criteria for the product group “textile products” and the related assessment and verification requirements
shall be valid until 31 December 2028.’.

No 1221/2009 of the European Parliament and of the Council of 25 November 2009 on the voluntary participation by organisations
in a Community eco-management and audit scheme (EMAS) and the Regulation (EC) No 66/2010 of the parliament and of the Council
of 25 November 2009 on the EU Ecolabel (COM(2017) 355 final).

‘Article 4
The EU Ecolabel criteria for the product group “bed mattresses” and the related assessment and verification requirements
shall be valid until 31 December 2030’.

Amendment to Decision (EU) 2016/1332
Article 4 of Decision (EU) 2016/1332 is replaced by the following:
‘Article 4
The EU Ecolabel criteria for the product group “furniture” and the related assessment and verification requirements shall be
valid until 31 December 2029.’.
Article 4
Amendment to Decision (EU) 2016/1349
Article 4 of Decision (EU) 2016/1349 is replaced by the following:
‘Article 4
The EU Ecolabel criteria for the product group “footwear” and the related assessment and verification requirements shall be
valid until 31 December 2028.’.
Article 5
Amendment to Decision (EU) 2017/176
Article 4 of Decision (EU) 2017/176 is replaced by the following:
‘Article 4
The EU Ecolabel criteria for the product group “wood-, cork- and bamboo-based floor coverings” and the related
assessment and verification requirements shall be valid until 31 December 2029’.
