Commission Delegated Regulation (EU) 2024/2622 amends Annex I to Regulation (EU) 2023/1231. This amendment adds Regulation (EU) 2023/2419 concerning the labelling of organic pet food to the list of Union laws that do not apply to retail goods entering Northern Ireland from other parts of the United Kingdom.

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2023/1231 of the European Parliament and of the Council of 14 June 2023on specific
rules relating to the entry into Northern Ireland from other parts of the United Kingdom of certain consignments of retail
goods, plants for planting, seed potatoes, machinery and certain vehicles operated for agricultural or forestry purposes, as
well as non-commercial movements of certain pet animals into Northern Ireland(1), and in particular Article 15(1) thereof,
Whereas:
(1) Annex 2 to the Windsor Framework(2) lists the provisions of Union law which are to apply to and in the United
Kingdom in respect of Northern Ireland.
(2) Decision No 2/2024 of the Joint Committee(3)added Regulation (EU) 2023/2419 of the European Parliament and of
the Council(4), under point 34 ‘Feed – products and hygiene’ to Annex 2 to the Windsor Framework. Decision
No 2/2024 entered into force on 17 May 2024.
(3) Regulation (EU) 2023/1231 lays down specific rules relating to the entry into Northern Ireland from other parts of
the United Kingdom of certain consignments of retail goods for placing on the market in Northern Ireland for the
final consumer. Annex I to that Regulation lists the provisions of Union law that are not to apply with respect to
consignments of retail goods entering into Northern Ireland from other parts of the United Kingdom for placing on
the market in Northern Ireland.
(4) Taking into account the responsibility of the United Kingdom to protect public health and consumers in Northern
Ireland in respect of retail goods entering into Northern Ireland from other parts of the United Kingdom,
Regulation (EU) 2023/2419 should, in view of its content, be added to the list in Annex I to Regulation
(EU) 2023/1231.
(5) Regulation (EU) 2023/1231 should therefore be amended accordingly.
(6) In the interest of legal certainty and to avoid any unnecessary disruption to trade, this Regulation should enter into
force as a matter of urgency and apply retroactively from 17 May 2024,

HAS ADOPTED THIS REGULATION:
Article 1
In Annex I to Regulation (EU) 2023/1231, the following point is added:
‘68. *Regulation (EU) 2023/2419 of the European Parliament and of the Council of 18 October 2023on the labelling of
organic pet food(*)

Article 2
This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.
It shall apply from 17 May 2024.
This Regulation shall be binding in its entirety and directly applicable in all Member States.
