Executive Summary & Key Takeaways

**Executive Summary** Commission Delegated Regulation (EU) 2026/1216 amends Regulation (EU) 2024/1257 to establish durability multipliers for gaseous pollutants in heavy-duty vehicle categories M3, N2, and N3. Based on technical assessments of Euro VI engines, a multiplier of 1.2 is introduced to ensure emission compliance during a vehicle's "additional lifetime" (the period 25% beyond its main lifetime). The regulation enters into force on 2 September 2026, twenty days after its publication in the Official Journal. **Key Points / Main Content** **Durability Multipliers for Additional Lifetime** * Vehicles are required to respect emission limits during an "additional lifetime" period that extends 25% beyond the vehicle's standard main lifetime. * Durability multipliers are used to account for the deterioration of emission reduction systems during this extended period when testing vehicles, engines, and replacement pollution control devices. **Specific Amendments for Heavy-Duty Vehicles** * The regulation sets a uniform durability multiplier of 1.2 for gaseous pollutants across various heavy-duty categories. * Affected categories include N2 and N3 (both up to and exceeding a maximum mass of 16 t) and M3 (both up to and exceeding a maximum mass of 7.5 t). * This amendment replaces Table 2 of Annex IV to Regulation (EU) 2024/1257 to provide legal clarity for manufacturers. **Technical Justification and Alignment** * The 1.2 multiplier is based on technical assessments of diesel engines with Euro VI (steps D and E) standards, which are considered the most technologically comparable to Euro 7 engines. * Setting the value at 1.2 aligns the requirements for heavy-duty vehicles (M3, N2, N3) with the existing requirements for lighter vehicle categories (M1, N1, and M2). **Legal Status** * The regulation is binding in its entirety and directly applicable in all EU Member States. **Impact Analysis** **Heavy-duty vehicle manufacturers (Categories M3, N2, N3)** **Impact** Manufacturers gain legal certainty regarding the specific deterioration factors they must account for during the vehicle's additional lifetime. They are now required to meet a specific 1.2 multiplier standard for gaseous pollutants to achieve Euro 7 type-approval. **Action Required** Manufacturers must ensure that vehicles, engines, and replacement pollution control devices are designed and tested to comply with emission limits when the 1.2 durability multiplier is applied for the additional lifetime period. **National Type-Approval Authorities** **Impact** Authorities have a clear, harmonized regulatory standard to apply when verifying the emission durability of heavy-duty vehicles during the type-approval process. **Action Required** Authorities must use the updated Table 2 of Annex IV when conducting or overseeing emission testing and certification for heavy-duty vehicles of categories M3, N2, and N3.

For that additional lifetime, durability multipliers are set out in Table 2 of Annex IV to Regulation (EU) 2024/1257 to account for the deterioration of emission reduction systems beyond the main lifetime period. In order to ensure legal clarity for vehicle manufacturers before the date of application of Regulation (EU) 2024/1257 as regards heavy-duty vehicles of categories M , N and N , it is necessary to set out durability multipliers for gaseous pollutants of heavy- 3 2 3 duty vehicles of categories M , N and N in Table 2 of Annex IV to Regulation (EU) 2024/1257. 3 2 3 (2) In accordance with Article 18(3) of Regulation (EU) 2024/1257, the Commission has prepared and submitted to the European Parliament and Council a report assessing the durability performance of heavy-duty vehicles with regard to emissions(2). (3) Both for (i) vehicles of categories N and N up to a maximum mass of 16 t and M up to a maximum mass of 7,5 t; 2 3 3 and (ii) vehicles of category N with a maximum mass higher than 16 t and category M with a maximum mass 3 3 higher than 7,5 t, that assessment has shown a typical durability multiplier value of 1,2 for diesel engines with emission standard Euro VI steps D and E. Based on that technical assessment and considering that these engines are, from a technological standpoint, the most comparable to Euro 7 engines, it is appropriate to set out durability multipliers of 1,2 for gaseous pollutants for Euro 7 heavy-duty vehicles of categories M , N and N , aligning those 3 2 3 values with the requirements for vehicles of categories M , N and M . 1 1 2 (4) Regulation (EU) 2024/1257 should therefore be amended accordingly in Table 2 of Annex IV, HAS ADOPTED THIS REGULATION: Article 1 Annex IV to Regulation (EU) 2024/1257 is amended in accordance with the Annex to this Regulation.
