Official Journal EN of the European Union L series 2026/1753 24.9.2026 COMMISSION DELEGATED REGULATION(EU) 2026/1753 of 13 July 2026 amending Regulation (EU) 2018/858 of the European Parliament and of the Council as regards the environmental performance and emission requirements for in-vehicle battery durability, brake particle emissions, electric vehicle system power, electric vehicle range at low temperature of vehicles produced in unlimited series and special purpose vehicles, and updating the list of UN Regulations recognised as alternative in Part II of Annex II to Regulation (EU) 2018/858 (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) 2018/858 of the European Parliament and of the Council of 30 May 2018 on the approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles, amending Regulations (EC) No 715/2007 and (EC) No 595/2009 and repealing Directive 2007/46/EC(1), and in particular Articles 5(3), 41(5) and 57(2) thereof,
Whereas:
(1) The table in Part I of Annex II to Regulation (EU) 2018/858 contains a list of regulatory acts laying down the requirements for EU whole-vehicle type-approval of vehicles produced in unlimited series. In order to take into account technological developments, specifically regarding electric vehicle range in laboratory and power determination, as well as brake particle emission measurements and testing and in-vehicle battery minimum performance measurement and testing, and regulatory developments, namely the adoption of Commission Implementing Regulation (EU) 2025/1706(2) and Commission Implementing Regulation (EU) 2025/1707(3), it is necessary to add therein references to relevant Regulations on type-approval of Euro 7 vehicles.
(2) Technical requirements for emission type-approval of Euro 7 vehicles are laid down in Regulation (EU) 2024/1257 of the European Parliament and of the Council(4). Furthermore, rules, procedures and testing methodologies as regards in-vehicle battery durability, electric vehicle (EV) range at low temperature, electrified vehicle system power and brake particle emissions type-approval of vehicles of categories M and N are laid down in UN Regulations No 83(5), 1 1

ELI: http://data.europa.eu/eli/reg_del/2026/1753/oj 1/13EN OJ L, 24.9.2026 154(6), 177(7) and 179(8), that have been approved in accordance with Article 218(9) of the Treaty on the Functioning of the European Union (TFEU) and Council Decision 97/836/EC(9). Therefore, and in order to ensure the consistency of the type-approval requirements, it is necessary to complement the list of the regulatory acts in the table in Part I of Annex II to Regulation (EU) 2018/858 to cover those requirements for Euro 7 vehicles.
(3) Commission Implementing Regulation (EU) 2025/2161(10)sets out the technical requirements of on-board devices for the monitoring and recording of fuel and energy consumption and mileage of certain heavy-duty vehicles, and for determining and recording the payload or total weight thereof. It is necessary to complement the list of the regulatory acts in the table in Parts I and III of Annex II to Regulation (EU) 2018/858 to also cover the respective requirements for Euro VI heavy-duty vehicles.
(4) Entries that are introduced in Part I of Annex II to Regulation (EU) 2018/858 regarding environmental performance and emissions should apply to vehicles of category M and N and ‘Euro 7ext’ vehicles. This will ensure that 1 1 regulatory acts and technical requirements regarding low-temperature tests for electric vehicle (EV) range in labs, electrified vehicle system power determination, in-vehicle battery durability, and brake particle emissions are complied with, and that the above-mentioned vehicle types obtain EU whole-vehicle type-approval accordingly.
(5) The table set out in Part II of Annex II to Regulation (EU) 2018/858 lists the UN Regulations and their respective series of amendments that are recognised as equivalent for the purpose of EU type-approval. That table should be updated to take into account regulatory developments at the UNECE level and to thus include references to UN Regulations Nos 83, 154, 177 and 179 therein.
(6) The tables set out in Appendixes 1 to 6 of Part III of Annex II to Regulation (EU) 2018/858 contain lists of regulatory acts laying down the requirements for the type-approval of special purpose vehicles. In order to allow the EU whole- vehicle type-approval of special purpose vehicles, it is necessary to set the specific Euro 7 requirements for vehicles of M and N categories and Euro7ext vehicles and to complement the list of the regulatory acts in those tables.

HAS ADOPTED THIS REGULATION:
Article 1 Annex II to Regulation (EU) 2018/858 is amended in accordance with the Annex to this Regulation.
Article 2 This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in the Member States in accordance with the Treaties.

(13) For the purposes of application for an EU whole vehicle type-approval (WVTA) in accordance with Regulation (EU) 2018/858, the combination of relevant UN type-approval certificates listed in this cell of the table shall be deemed equivalent to the “Euro 7A” emission standard, i.e. a type-approval certificate issued in accordance with Regulation (EU) 2025/1706 accompanied with a type- approval certificate issued in accordance with Commission Implementing Regulation (EU) 2026/1764. In such a case, in addition to the UN type-approval certificates, the WVTA applicant shall provide the relevant information specified in Appendix 3 of Annex I to Regulation (EU) 2025/1706 to the GTAA.
(14) For the purposes of in-service conformity testing the manufacturer shall report all results of the In-Service Conformity (ISC) testing using the Electronic Platform for in-service conformity in accordance with point 3.6 of Annex II to Regulation (EU) 2025/1706, or other appropriate means where that is not possible.
(15) For the purposes of data reporting, the manufacturer shall follow the provisions set out in points 3.2 and 3.3 of Annex III to Regulation (EU) 2025/1706.
