Official Journal EN of the European Union L series 2024/2924 28.11.2024 COMMISSION IMPLEMENTING DECISION (EU) 2024/2924 of 27 November 2024 amending Commission Implementing Decision (EU) 2023/2895 as regards the list of islands and ports referred to in Article 12(3-d) of Directive 2003/87/EC of the European Parliament and of the Council (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Directive 2003/87/EC of the European Parliament and of the Council of 13 October 2003establishing a system for greenhouse gas emission allowance trading within the Union and amending Council Directive 96/61/EC(1), and in particular Article 12(3-d) thereof, Whereas: (1) In order to ensure the connectivity of certain islands, Article 12(3-d) of Directive 2003/87/EC provides for a temporary derogation from the obligation to surrender allowances in respect of certain ports located on an island with no road or rail link with the mainland and with a population of fewer than 200 000permanent residents. (2) Annex I to Commission Implementing Decision (EU) 2023/2895(2) lays down the list of islands and ports as referred to in Article 12(3-d), second subparagraph, of Directive 2003/87/EC. (3) After the commencement of the reporting period of the year 2024, Denmark and Greece submitted requests to include additional ports and islands in the list of ports concerned by the temporary derogation pursuant to Article 12(3-d) of Directive 2003/87/EC. (4) In order to simplify the monitoring, reporting and verification of greenhouse gas emissions, ensure an effective functioning of the system for greenhouse gas emission allowance trading within the Union and predictability, this Decision should apply from the starting date of the following reporting period. (5) Implementing Decision (EU) 2023/2895 should therefore be amended accordingly, HAS ADOPTED THIS DECISION: Article 1 Annex I to Implementing Decision (EU) 2023/2895 is amended as set out in the Annex to this Decision.
