## Policy Analysis Report: Commission Implementing Decision EU 2025/1109 Amending Implementing Decision EU 2025/638 Regarding Peste des Petits Ruminants Virus in Romania **1. Executive Summary:** This report analyzes Commission Implementing Decision (EU) 2025/1109, which amends Implementing Decision (EU) 2025/638 concerning emergency measures related to infection with the peste des petits ruminants (PPR) virus in Romania. The core purpose of the amendment is to extend the duration of further restricted zone measures in Bihor County, Romania, due to ongoing concerns about the epidemiological situation of PPR in the region. The key finding is that the amendment prolongs restrictions on the movement of ovine and caprine animals from Bihor County until September 30, 2025, aiming to prevent the spread of the virus. **2. Introduction:** The purpose of this report is to provide an informative analysis of Commission Implementing Decision (EU) 2025/1109 based solely on the provided text. This decision amends a previous implementing decision concerning emergency measures in Romania relating to the outbreak of Peste des Petits Ruminants (PPR) virus. This report will analyze the background, rationale, key changes, and likely impact of this amendment. **3. Policy Overview:** * This report analyzes an amendment to Implementing Decision (EU) 2025/638. * **Core Objective(s):** Based on the provided text, the core objective of this amendment is to prevent the spread of PPR virus infection from Bihor County, Romania, by extending the application of further restricted zone measures, specifically movement restrictions on ovine and caprine animals. **4. Background and Rationale:** Since the adoption of Implementing Decision EU 2025/638, the available disease surveillance data from Bihor County are deemed insufficient to adequately assess the epidemiological situation regarding PPR. This perceived lack of sufficient data is the reason for the amendment. The amendment addresses the need to maintain restrictions to mitigate the risk of further spread while more data is collected and evaluated. **5. Key Provisions / Changes:** This Implementing Decision (EU) 2025/1109 amends Annex II of Implementing Decision (EU) 2025/638. Specifically, it changes the "Date until applicable" for the area "Bihor county" from the original date (presumably an earlier date specified in Implementing Decision (EU) 2025/638) to "30.9.2025". * **Specific Part of Original Policy Changed:** Annex II of Implementing Decision (EU) 2025/638, specifically the date until which the measures applicable to further restricted zones apply to Bihor County. * **New Rule/Provision:** The measures applicable to further restricted zones, including restrictions on the movement of ovine and caprine animals outside of Bihor county, will remain in place until September 30, 2025. * **Difference/Effect of the Change:** This change extends the period during which restrictions on the movement of ovine and caprine animals from Bihor County are in effect. Without this amendment, the restrictions would have expired on the original date outlined in Implementing Decision (EU) 2025/638. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders directly affected by this amendment are: * Farmers and livestock owners in Bihor County, Romania, particularly those raising ovine (sheep) and caprine (goat) animals, as their ability to move their animals outside the county remains restricted. * Livestock traders and related businesses who rely on the movement of sheep and goats to and from Bihor county. * Romanian veterinary authorities responsible for enforcing the disease control measures. * The EU Commission, specifically the Directorate-General for Health and Food Safety (DG SANTE), responsible for monitoring and managing animal health across the Union. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The text suggests that the Romanian veterinary authorities are responsible for implementing and enforcing the restrictions. The European Commission oversees the measures. * **Timelines/Procedures:** The amendment specifies a clear timeline: the extended restrictions are in effect until September 30, 2025. Specific procedures for enforcing the movement restrictions are likely outlined in Delegated Regulation (EU) 2020/687 and are referenced in the amended decision, although not detailed within the provided text. * **Implementation Aspects Specific to the Changes:** The Romanian authorities must continue enforcing the movement restrictions on ovine and caprine animals from Bihor County until the new deadline. **8. Expected Outcomes / Impact of Changes:** The intended outcome of this amendment is to mitigate the risk of PPR virus spreading from Bihor County to other regions within Romania and potentially to other Member States. By prolonging the movement restrictions, the amendment aims to: * Contain the virus within the existing restricted zone. * Allow more time for thorough disease surveillance and data collection in Bihor County. * Protect the health and profitability of sheep and goat farming in other regions by preventing potential outbreaks. * Contribute to the eventual eradication of PPR within the European Union. **9. Conclusion:** Commission Implementing Decision (EU) 2025/1109 extends critical restrictions on the movement of ovine and caprine animals from Bihor County, Romania, until September 30, 2025, due to concerns regarding the ongoing epidemiological situation of PPR virus. This amendment reinforces the emergency measures in place and reflects the ongoing effort to control and eradicate the disease within the European Union. The implementation of this decision is crucial for protecting animal health and preventing economic disruption in the livestock sector.

(2) In the event of an outbreak of infection with peste des petits ruminants virus in caprine or ovine animals, there is a serious risk of the spread of that disease to other establishments of caprine or ovine animals. (3) Commission Delegated Regulation (EU) 2020/687(2) supplements the rules for the control of the listed diseases referred to in Article 9(1), points (a), (b) and (c), of Regulation (EU) 2016/429, and defined as category A, B and C diseases in Commission Implementing Regulation (EU) 2018/1882(3). In particular, Articles 21 and 22 of Delegated Regulation (EU) 2020/687 provide for the establishment of a restricted zone in the event of an outbreak of a category A disease, including infection with peste des petits ruminants virus, and for certain measures to be applied therein. In addition, Article 21(1) of that Delegated Regulation provides that the restricted zone is to comprise a protection zone, a surveillance zone, and, if necessary, further restricted zones around or adjacent to the protection and surveillance zones. (4) Commission Implementing Decision (EU) 2025/638(4)was adopted on the basis of Regulation (EU) 2016/429, and it lays down certain emergency measures relating to infection with peste des petits ruminants virus in Romania in response to the outbreak confirmed on 5 March 2025 in Bihor county. More particularly, Article 1 of Implementing Decision (EU) 2025/638 provides that the protection, surveillance and further restricted zones to be established by that Member State, in accordance with Delegated Regulation (EU) 2020/687, are to comprise at least the areas listed in Annex I to that Implementing Decision. (1) OJ L 84, 31.3.2016, p. 1, ELI: http://data.europa.eu/eli/reg/2016/429/oj. (2) Commission Delegated Regulation (EU) 2020/687 of 17 December 2019 supplementing Regulation (EU) 2016/429 of the European Parliament and the Council, as regards rules for the prevention and control of certain listed diseases (OJ L 174, 3.6.2020, p. 64, ELI: http://data.europa.eu/eli/reg_del/2020/687/oj). (3) Commission Implementing Regulation (EU) 2018/1882 of 3 December 2018 on the application of certain disease prevention and control rules to categories of listed diseases and establishing a list of species and groups of species posing a considerable risk for the spread of those listed diseases (OJ L 308, 4.12.2018, p. 21, ELI: http://data.europa.eu/eli/reg_impl/2018/1882/oj). (4) Commission Implementing Decision (EU) 2025/638 of 25 March 2025 concerning certain emergency measures relating to infection with peste des petits ruminants virus in Romania and repealing Implementing Decision (EU) 2025/525 (OJ L, 2025/638, 28.3.2025, ELI: http://data.europa.eu/eli/dec_impl/2025/638/oj). ELI: http://data.europa.eu/eli/dec_impl/2025/1109/oj 1/3EN OJ L, 28.5.2025 (5) In addition, Article 2 of Implementing Decision (EU) 2025/638 provides that Romania is to apply the measures which are applicable to further restricted zones, as provided for in Delegated Regulation (EU) 2020/687, in the areas listed in Annex II to that Implementing Decision, and until the dates listed in that Annex. Article 2 of Implementing Decision (EU) 2025/638 also provides that movements of ovine and caprine animals outside the external perimeters of those areas are to be prohibited until the dates listed for each area in that Annex. This is necessary to ensure that the measures provided for in Article 2 of Implementing Decision (EU) 2025/638, notably that prohibition on movements of ovine and caprine animals, apply for a certain period of time, after the expiry of the dates for the measures provided for in the protection and surveillance zones, as listed in Annex I to that Implementing Decision. (6) Since the adoption of Implementing Decision (EU) 2025/638, the available data on disease surveillance in Bihor County remain insufficient to evaluate the epidemiological situation regarding infection with peste des petits ruminants virus. It is therefore necessary to maintain Bihor County within the areas where the measures applicable to further restricted zones, as provided for in Delegated Regulation (EU) 2020/687, are to apply. In particular, the movement of ovine and caprine animals from Bihor County to areas outside the external perimeters of that county should continue to be prohibited. Given the current epidemiological situation in Bihor county, it is necessary to extend the duration of the further restriction zone until 30 September 2025. Annex II to Implementing Decision (EU) 2025/638 should therefore be amended accordingly. (7) Given the urgency of the epidemiological situation in the Union as regards the spread of infection with peste des petits ruminants virus, and the need to prevent the disease from spreading from the affected establishments in Romania to other parts of that Member State or to other Member States, the amendments to be made to Annex II to Implementing Decision (EU) 2025/638, by this Decision, should apply as soon as possible. (8) The measures provided for in this Decision are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed, HAS ADOPTED THIS DECISION: Article 1 Annex II to Implementing Decision (EU) 2025/638 is replaced by the text set out in the Annex to this Decision.
