Executive Summary & Key Takeaways

Key Changes

  • The Commission recognizes the accuracy of Czech data for greenhouse gas emissions from the cultivation of winter wheat grain, sugar beet, maize grain, maize silage, spring barley grain and winter barley grain in NUTS 2 regions.
  • The decision is based on a report submitted by Czechia on October 23, 2024.
  • The recognized data, summarized in the Annex, specifies greenhouse gas emissions (kg CO2 eq/tonne) for each crop across different Czech NUTS 2 regions, broken down by factors like soil, fuel use, fertilizer, and pesticides.
  • The decision is valid until April 3, 2030.
  • Czechia is obligated to notify the Commission of any changes to the data that could affect its accuracy.

What it means

  • Commission Implementing Decision (EU) 2025/473 recognizes the accuracy of data submitted by Czechia regarding greenhouse gas emissions from the cultivation of specific crops within its NUTS 2 regions.
  • This decision pertains to measuring greenhouse gas emissions associated with winter wheat grain, sugar beet, maize grain, maize silage, spring barley grain, and winter barley grain.
  • The recognition allows for the use of Czechia's reported data as typical values in calculations related to biofuel, bioliquid, and biomass fuel emission savings, as per Directive (EU) 2018/2001.

Impact Analysis

Biofuel/Bioliquid/Biomass Fuel Producers

  • Action: Incorporate the data from the Annex into their emission saving calculations. Monitor for any updates or changes to the data reported by Czechia.

Czech Agricultural Sector

  • Action: Ensure continued accuracy of data collection and reporting. Be prepared to notify the Commission of any changes that may affect the data's validity.

European Commission

  • Action: Monitor the implementation of the decision and assess any notifications from Czechia regarding changes to the data. Re-evaluate the recognition if significant changes occur.

Other Member States

  • Action: Consider the potential benefits of submitting national data on crop-related greenhouse gas emissions to the Commission.

Official Journal EN of the European Union L series 2025/473 14.3.2025 COMMISSION IMPLEMENTING DECISION (EU) 2025/473 of 12 March 2025 recognising that the report submitted by Czechia under Article 31(2) of Directive (EU) 2018/2001 of the European Parliament and of the Council contains accurate data for the purposes of measuring the greenhouse gas emissions associated with the cultivation of winter wheat grain, sugar beet, maize grain, maize silage, spring barley grain and winter barley grain in that Member State (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018on the promotion of the use of energy from renewable sources(1), and in particular Article 31(4) thereof, Whereas: (1) Directive (EU) 2018/2001 requires biofuels, bioliquids, and biomass fuels to save significant greenhouse gas emissions compared to fossil fuels so that they can be counted towards the targets set in that Directive. For that purpose, Article 29(10) of that Directive sets specific emission savings thresholds for those fuels, and Article 31 regulates how to calculate the greenhouse gas emission savings from their use. When making those calculations, it is possible to use the default values set out in Annexes V and VI to Directive (EU) 2018/2001. Instead of the default values of greenhouse gas emissions from the cultivation of agricultural raw materials, it is possible to use typical values under some conditions. Those typical values, representing the average value in a specific area, may be reported to the Commission by Member States or third countries. The typical values may only be used if the Commission recognises them to be accurate. (2) By Implementing Decision (EU) 2024/2624(2), the Commission recognised that the report submitted to it by Czechia contained accurate data for the purposes of measuring the greenhouse gas emissions associated with the cultivation of rapeseed typically produced in NUTS 2 regions in Czechia. (3) On 23 October 2024, Czechia submitted to the Commission an additional report with data for the purposes of measuring the greenhouse gas emissions associated with the cultivation of winter wheat grain, sugar beet, maize grain, maize silage, spring barley grain and winter barley grain typically produced in areas on its territory classified as level 2 in the nomenclature of territorial units for statistics (NUTS), in accordance with Regulation (EC) No 1059/2003 of the European Parliament and of the Council(3). Czechia asked for the data to be recognised as accurate in accordance with Article 31(4) of Directive (EU) 2018/2001. (4) The Commission assessed the report and found that it contains accurate data for the purposes of measuring the greenhouse gas emissions associated with the cultivation of winter wheat grain, sugar beet, maize grain, maize silage, spring barley grain and winter barley grain typically produced in NUTS 2 regions in Czechia. Therefore, the accuracy of the data for the purposes of measuring the greenhouse gas emissions associated with the cultivation of those feedstocks should be recognised. The summary of the report’s data is set out in the Annex. Article 2 If the data contained in the report as submitted for recognition to the Commission on 23 October 2024, changes in a way that might affect the accuracy of the data and thereby the basis for this Decision, Czechia shall notify the Commission of such changes immediately. The Commission shall assess the notified changes to determine whether the report still provides the accurate data for which it is recognised. Article 3 This Decision shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall cease to apply on 3 April 2030.
