Executive Summary & Key Takeaways

**Summary:** Commission Implementing Regulation (EU) 2019/567, enacted on April 9, 2019, amends Council Regulation (EC) No 1210/2003 concerning specific restrictions on economic and financial relations with Iraq. This amendment is in response to a decision by the Sanctions Committee of the United Nations Security Council on April 4, 2019, to remove nine entries from the list of persons and entities subject to the freezing of funds and economic resources. Consequently, Annex III of Regulation (EC) No 1210/2003 is updated to reflect these removals. The following entities are removed from the list: General Establishment for Tharthar Project, Iraqi Broadcasting and Television Establishment, Iraqi News Agency, Ministry of Youth (Directorate-General of Planning and Follow Up, Import Section), State Enterprise for Irrigation Projects, State Establishment of Haditha Dam, State Establishment of Hemreen Dam, State Establishment of Mosul Dam, and State Establishment of Small Dams and Regulators. This regulation entered into force on the day following its publication in the Official Journal of the European Union.
