Executive Summary & Key Takeaways

Okay, I'm ready to analyze the provided text and generate the policy report. **Report: Union Authorisation for Biocidal Product Family REPELLENT AGAINST FLEAS, TICKS, AND MOSQUITOES** **1. Executive Summary:** This report analyzes Commission Implementing Regulation (EU) 2025/1203, which grants Union authorisation for the biocidal product family "REPELLENT AGAINST FLEAS, TICKS, AND MOSQUITOES" to Agrobiothers Laboratoire. The policy aims to regulate the making available on the market and use of this biocidal product family, ensuring it meets specified safety and efficacy standards for use on cats and dogs. The key finding is that this regulation establishes the specific conditions and limitations for the use of margosa extract-based repellents in various formulations (spray, foam, spot-on) across the European Union. **2. Introduction:** This report provides an overview and analysis of Commission Implementing Regulation (EU) 2025/1203 based solely on the text provided. The report's purpose is to inform stakeholders, particularly those in the biocidal product industry, about the key provisions, target audience, and expected outcomes of this regulation concerning the authorisation of "REPELLENT AGAINST FLEAS, TICKS, AND MOSQUITOES." **3. Policy Overview:** This is a *New Policy*, establishing a Union authorisation for a specific biocidal product family. * **Core Objective(s):** The core objective, as inferred from the text, is to regulate the market availability and usage of "REPELLENT AGAINST FLEAS, TICKS, AND MOSQUITOES" within the EU, ensuring it complies with Regulation (EU) No 528/2012 concerning biocidal products. This includes setting specific characteristics, uses, and safety measures. **4. Background and Rationale:** This new policy addresses the need for a regulated framework for biocidal products designed to repel fleas, ticks, and mosquitoes on pets. The policy likely responds to the general need to ensure the safety and efficacy of such products, protecting both animal and potentially human health, and to facilitate trade within the EU under a harmonized regulatory environment. The application by Agrobiothers Laboratoire triggered the evaluation process leading to this authorisation. **5. Key Provisions / Changes:** As a new policy, the key provisions detail what the regulation establishes and requires: * **Authorisation Granted:** The regulation grants Union authorisation (EU00328680000) to Agrobiothers Laboratoire for the biocidal product family "REPELLENT AGAINST FLEAS, TICKS, AND MOSQUITOES." * **Active Substance:** The active substance is margosa extract from cold-pressed oil of kernels of *Azadirachta indica* extracted with supercritical carbon dioxide. * **Product Types:** The product family includes repellents and attractants (Product Type 19) in aerosol dispensers (AE), other liquids (AL) and spot-on (SA) formulations. * **Validity Period:** The authorisation is valid from July 10, 2025, to June 30, 2035. * **Summary of Product Characteristics (SPC):** The authorisation is granted in accordance with the summary of the biocidal product characteristics set out in the Annex. This Annex defines the specific formulations (Meta SPCs), their composition, authorised uses (cats and dogs), application methods, rates, frequency, risk mitigation measures, and disposal instructions. * **Meta SPCs:** The regulation defines three Meta SPCs: * **REPELLENT SPRAY:** Liquid formulation (AL) for cats and dogs. * **REPELLENT FOAM:** Aerosol dispenser (AE) formulation for cats. * **Repellent spoton:** Spot-on formulation (SA) for cats and dogs. * **Trade Names:** The policy lists several trade names under which the products can be marketed (e.g., PREVENTIS, PROTECA, REPULSIS, EFFECTIS, PREVEN). * **Use Restrictions and Safety Measures:** The document details instructions for use, risk mitigation measures, first aid instructions, and disposal procedures for each Meta SPC. Specific warnings are given, such as not using on animals under 3 months old (spot-on), and avoiding use on injured skin. * **Manufacturing Information:** Lists manufacturers of both the product and the active substance, including their addresses and locations. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders directly affected by this policy include: * **Agrobiothers Laboratoire:** As the authorisation holder, they are directly responsible for complying with the terms of the authorisation. * **Manufacturers:** Flavex Naturextrakte GmbH as the manufacturer of the active substance. * **Distributors and Retailers:** Entities involved in the distribution and sale of the "REPELLENT AGAINST FLEAS, TICKS, AND MOSQUITOES" product family within the EU. * **Consumers:** Pet owners who purchase and use these repellent products for their cats and dogs. * **European Chemicals Agency (ECHA):** The Agency is involved in the assessment and opinion-giving process. * **National Competent Authorities:** Responsible for enforcing the regulation within their respective Member States. **7. Implementation Aspects (Inferred):** * **Responsible agency/bodies:** The European Commission is the responsible body for granting the authorisation. The European Chemicals Agency (ECHA) plays a key role in the assessment process. National competent authorities are responsible for enforcement. * **Timelines or procedures:** The authorisation is valid for a defined period (10 years). The regulation specifies requirements for labelling, packaging, and disposal, which manufacturers and distributors must adhere to. No specific reporting timelines are mentioned in the provided extract. The regulation enters into force on the twentieth day following its publication in the Official Journal of the European Union. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of this policy are: * **Harmonized Market Access:** Facilitation of the making available on the market and use of the biocidal product family across the EU under a unified authorisation. * **Ensured Product Safety and Efficacy:** That the "REPELLENT AGAINST FLEAS, TICKS, AND MOSQUITOES" product family meets predefined standards for safety and effectiveness in repelling target pests on pets. * **Consumer Protection:** Providing pet owners with access to regulated and approved repellent products with clear instructions for use, risk mitigation measures, and disposal procedures. * **Reduced Risk to Animal and Human Health:** Minimizing potential adverse effects associated with the use of biocidal products. **9. Conclusion:** Commission Implementing Regulation (EU) 2025/1203 grants Union authorisation for the biocidal product family "REPELLENT AGAINST FLEAS, TICKS, AND MOSQUITOES," outlining specific requirements for its composition, use, and safety. This regulation establishes a harmonized framework for the product's market availability within the EU, aiming to ensure its safety and efficacy for consumers while facilitating trade for the manufacturer. This policy is significant as it reflects the EU's commitment to regulating biocidal products to protect animal and potentially human health and the environment.
