Official Journal EN of the European Union L series 2025/1893 19.9.2025 COMMISSION IMPLEMENTING REGULATION(EU) 2025/1893 of 17 September 2025 establishing, pursuant to Regulation (EU) 2024/573 of the European Parliament and of the Council, minimum requirements for training attestations of natural persons and the conditions for the mutual recognition of such training attestations as regards certain mobile equipment containing fluorinated greenhouse gases or their alternatives and repealing Commission Regulation (EC) No 307/2008 (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) 2024/573 of the European Parliament and of the Council of 7 February 2024 on fluorinated greenhouse gases, amending Directive (EU) 2019/1937 and repealing Regulation (EU) No 517/2014(1), and in particular Article 10(8) thereof, Whereas: (1) Regulation (EU) 2024/573 includes obligations regarding training attestations of natural persons to carry out certain activities concerning air-conditioning equipment in motor vehicles falling within and outside the scope of Directive 2006/40/EC of the European Parliament and of the Council(2) and air-conditioning equipment and heat pumps in heavy duty vehicles, vans, non-road mobile machinery used in agriculture, mining and construction operations, trains, metros and trams, as well as refrigeration units of refrigerated light-duty vehicles, intermodal containers and train wagons involving fluorinated greenhouse gases or relevant alternatives to fluorinated greenhouse gases, including natural refrigerants. (2) The training attestation rules under Regulation (EU) 2024/573 cover an extended list of mobile equipment as well as substances contained in that equipment, including alternatives to fluorinated greenhouse gases. (3) Requirements for the content of the training and attestation programmes should ensure safe handling of the relevant equipment containing flammable or toxic gases or operating at higher pressures. (4) Improving the quality of maintenance or servicing of equipment is essential for optimising and maintaining their energy efficiency, which is another objective of the training and attestation obligations. (5) It is therefore necessary, pursuant to Article 10 of Regulation (EU) 2024/573, to update the minimum requirements for the training attestations of natural persons in relation to the skills and knowledge to be covered regarding the relevant equipment and to specify the rules for the attestations and the conditions for mutual recognition of attestations. ELI: http://data.europa.eu/eli/reg_impl/2025/1893/oj 1/10EN OJ L, 19.9.2025 (6) Regulation (EU) 2024/573 replaced Regulation (EU) No 517/2014 of the European Parliament and of the Council(3) and introduced new rules regarding training attestation obligations. Commission Regulation (EC) No 307/2008(4) should therefore be repealed. (7) The measures provided for in this Regulation are in accordance with the opinion of the Committee on fluorinated greenhouse gases, established by Article 34(1) of Regulation (EU) 2024/573, HAS ADOPTED THIS REGULATION: Article 1 Scope 1. This Regulation shall apply to natural persons carrying out the following activities: (a) Maintenance or servicing, or repair of air-conditioning equipment in motor vehicles falling within the scope of Directive 2006/40/EC and of air-conditioning equipment and heat pumps in heavy duty vehicles, vans, non-road mobile machinery used in agriculture, mining and construction operations, trains, metros and trams containing fluorinated greenhouse gases or the alternative substances hydrocarbons or carbon dioxide (CO ); 2 (b) leak checks of air-conditioning equipment and heat pumps in heavy duty vehicles, vans, non-road mobile machinery used in agriculture, mining and construction operations, trains, metros, trams containing fluorinated greenhouse gases listed in Annex I and Section I of Annex II to Regulation (EU) 2024/573; (c) recovery of fluorinated greenhouse gases from the cooling circuits of refrigeration units of refrigerated light-duty vehicles, intermodal containers, including reefers, and train wagons and from the cooling circuits of air conditioning equipment and heat pumps in heavy duty vehicles, vans, non-road mobile machinery used in agriculture, mining and construction operations, trains, metros, and trams and from air-conditioning equipment in motor vehicles which fall within the scope of Directive 2006/40/EC; (d) recovery of fluorinated greenhouse gases listed in Annex I and in Section I of Annex II to Regulation (EU) 2024/573 from air-conditioning equipment in road vehicles, not covered under point (c), falling outside the scope of Directive 2006/40/EC. 2. This Regulation shall not apply to any manufacturing activity undertaken at the site of the manufacturer of the concerned equipment. Article 2 Training of natural persons 1. Natural persons carrying out the activities referred to in Article 1(1) shall hold a training attestation of the type set out in paragraph 2. Member States may allow for the issuance of separate attestation types or an attestation combining any of the attestation types, identifying the activities it covers. (4) Commission Regulation (EC) No 307/2008 of 2 April 2008 establishing, pursuant to Regulation (EC) No 842/2006 of the European Parliament and of the Council, minimum requirements for training programmes and the conditions for mutual recognition of training attestations for personnel as regards air-conditioning systems in certain motor vehicles containing certain fluorinated greenhouse gases (OJ L 92, 3.4.2008, p. 25, ELI: http://data.europa.eu/eli/reg/2008/307/oj). 2/10 ELI: http://data.europa.eu/eli/reg_impl/2025/1893/ojEN OJ L, 19.9.2025 The certificates established under Commission Implementing Regulation (EU) 2024/2215(5)may be considered as covering the requirements under this Regulation for the relevant substances. 2. Training attestations referred to in paragraph 1 attesting that the holder has completed a training course covering the minimum skills and knowledge set out in Annex I, shall be of the following types: (a) Attestation M1, attesting that holders may carry out the activities provided for in Articles 1, points (a), (b), (c) and (d), in relation to fluorinated greenhouse gases and hydrocarbons; (b) Attestation M2, attesting that holders may carry out the activities provided for in Articles 1, points (a), (b), (c) and (d), in relation to fluorinated greenhouse gases and hydrocarbons, limited to where an automated recovery and charging station for air-conditioning equipment is being used; (c) Attestation M3, attesting that holders may carry out the activities provided for in Articles 1, points (a), in relation to carbon dioxide (CO ); 2 (d) Attestation M4, attesting that holders may carry out the activities provided for in Article 1, points (c) and (d), in relation to fluorinated greenhouse gases. 3. Natural persons undertaking one of the activities referred to in Article 1(1) shall not be subject to the requirement laid down in paragraph 1 of this Article, provided they meet the following conditions: (a) they are enrolled in a training course for the purpose of obtaining an attestation covering the relevant activity and (b) they carry out the activity under the supervision of a person holding an attestation covering that activity who is fully responsible for the correct execution of the activity. The derogation provided for in the first subparagraph shall apply for the duration of periods spent carrying out the activities referred to in Article 1(1) not exceeding 24 months in total. Article 3 Issuance of training attestations to natural persons 1. An attestation body as referred to in Article 4 shall issue a training attestation to natural persons who have completed a training course covering the minimum skills and knowledge set out in Annex I. 2. The training attestation shall contain at least the following: (a) the name of the attestation body, the full name of its holder and a registration number; (b) the type of training attestation as specified in Article 2(2) and the specification of the activities which the holder of that type of training attestation is entitled to perform as well as the type of equipment concerned; (c) the issuing date and issuer’s signature. 3. Member States may allow attestation bodies to exempt natural persons from the requirement of following a training course referred to in Article 3(1), where the natural person previously acquired skills and knowledge equivalent to those listed in Annex I. (5) Commission Implementing Regulation (EU) 2024/2215 of 6 September 2024 establishing, pursuant to Regulation (EU) 2024/573 of the European Parliament and of the Council, minimum requirements for the issuance of certificates to natural and legal persons and the conditions for the mutual recognition of such certificates, as regards stationary refrigeration, air conditioning and heat pump equipment, organic Rankine cycles and refrigeration units of refrigerated trucks, refrigerated trailers, refrigerated light-duty vehicles, intermodal containers and train wagons containing fluorinated greenhouse gases or their alternatives, and repealing Commission Implementing Regulation (EU) 2015/2067 (OJ L, 2024/2215, 9.9.2024, ELI: http://data.europa.eu/eli/reg_impl/2024/2215/oj). Member States shall specify in national law or designate the authority or authorities competent to designate an attestation body authorised to issue a training attestation to natural persons who have completed a training course covering the minimum skills and knowledge set out in Annex I. The attestation body shall be independent and impartial in carrying out its activities. 2. Trainings shall be planned and structured in a manner which ensures that the minimum skills and knowledge set out in Annex I are covered. The attestation body shall provide the place of training that ensure safety of the applicants, notably when they conduct activities involving refrigerants which are flammable. 3. The attestation body shall establish and apply procedures for the issuance of training attestations and shall retain records that allow verifying the issuance of such attestations kept for a minimum period of 5 years. Article 5 Conditions for mutual recognition 1. Mutual recognition of training attestations between Member States shall only apply to training attestations issued in accordance with Article 3 for the activities specified in these attestations. 2. Member States shall not impose any evaluation or other type of assessment procedures or disproportionate administrative requirements on holders of training attestations issued by another Member State for the purpose of the recognition of those attestations or for allowing access to employment of the holders of those attestations for the activities specified therein. 3. Member States may require holders of a training attestation issued in another Member State to provide a translation of the attestation into another official language of the Union. Article 6 Existing training attestations, refresher training courses or evaluation processes Member States shall ensure that the refresher training courses as required under Article 10(9) of Regulation (EU) 2024/573, provide proof of the natural persons’ practical and theoretical knowledge and skills as specified in Annex I of this Regulation. For that purpose, pursuant to Article 10(9) of Regulation (EU) 2024/573, they shall ensure that holders of the attestation issued under Article 3 of Regulation (EC) No 307/2008 are only allowed to continue using that attestation if they update their knowledge and skills to the level of the knowledge and skills required for attestation M1, M2 or M4 as referred to in Article 2(2), points (a), (b) and (d), of this Regulation and specified in Annex I thereto. Article 7 Repeal 1. Regulation (EC) No 307/2008 is repealed. 2. References to the repealed Regulation shall be construed as references to this Regulation and read in accordance with the correlation table in Annex II. 4/10 ELI: http://data.europa.eu/eli/reg_impl/2025/1893/ojEN OJ L, 19.9.2025 Article 8 Entry into force This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. Basic knowledge of relevant environmental issues (climate change, EU climate objectives, the Paris Agreement, Kigali amendment of the Montreal Protocol, global warming potential of fluorinated greenhouse gases). 1.2 Basic understanding of thermodynamics of T T T T refrigerants in cooling circuits. 1.3 Knowledge of the basic components and T T T T operation of air-conditioning equipment and heat pumps (including battery cooling) as well as refrigeration units in mobile equipment covered by this regulation, containing or relying on fluorinated greenhouse gases and, on alternatives to these gases. 1.4 Basic knowledge of the use and properties of T T T T the fluorinated greenhouse gases and, where relevant, alternatives to these gases used as refrigerants in air-conditioning equipment and heat pumps as well as refrigeration units in mobile equipment covered by this Regulation, as well as the other important properties, as relevant, including flammability, toxicity or pressure requirements. 1.5 Knowledge of risks for safety and health when T T T working with flammable refrigerants (proper tools and equipment, personal protective equipment, safe working distances) 1.6 Knowledge of risks for safety and health when T working with refrigerants (R744) under higher pressures 6/10 ELI: http://data.europa.eu/eli/reg_impl/2025/1893/ojEN OJ L, 19.9.2025 Attestation Attestation Attestation Attestation Minimum knowledge and skills M1 M2 M3 M4 1.7 Basic understanding of the concept of Global T T T Warming Potential (GWP), the use of fluorinated greenhouse gases and other substances as refrigerants, the impact of the emissions of fluorinated greenhouse gases on the climate (order of magnitude of their GWP) and relevant provisions of Regulation (EU) 2024/573 and Directive 2006/40/EC. Basic knowledge of possible threats to the environment from decomposition products of certain fluorinated substances (PFAS) such as HFCs, HFOs and HCFOs 1.8 Knowledge of regulatory and safety standards T T T for working with flammable refrigerants.
