Official Journal EN of the European Union L series 2025/2203 3.11.2025 COMMISSION IMPLEMENTING REGULATION(EU) 2025/2203 of 31 October 2025 amending Implementing Regulation (EU) 2023/564 as regards the transfer into electronic format of the records of plant protection products kept by professional users (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EC) No 1107/2009 of the European Parliament and of the Council of 21 October 2009 concerning the placing of plant protection products on the market and repealing Council Directives 79/117/EEC and 91/414/EEC(1), and in particular Article 67(4) thereof, Whereas: (1) Pursuant to Article 67(1) of Regulation (EC) No 1107/2009, professional users of plant protection products are to keep records of the plant protection products they use, containing the name of the plant protection product, the time and the dose of application, the area treated and the crop where the plant protection product was used. (2) Pursuant to Article 3 of Commission Implementing Regulation (EU) 2023/564(2), the records that are not initially created in a machine-readable electronic format are to be transferred into such a format no later than 30 days from the date of use of the respective plant protection product. That requirement is to apply to uses of plant protection products that occur starting from 1 January 2026. (3) Several Member States need more time to prepare for the introduction of the transfer of the records into electronic format and to provide the necessary training to users, particularly those in the non-agricultural sectors, as well as small-scale and elderly farmers. (4) It is necessary to give Member States the possibility to allow users not to transfer into the prescribed electronic format the records for uses of plant protection products on their territories before 1 January 2027. (5) Implementing Regulation (EU) 2023/564 should therefore be amended accordingly. (6) The measures provided for in this Regulation are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed, HAS ADOPTED THIS REGULATION: Article 1 In Article 3 of Implementing Regulation (EU) 2023/564, the following paragraph is added: ‘For uses of plant protection products on their territory before 1 January 2027, Member States may allow that the respective records are not transferred into the prescribed electronic format.’ (1) OJ L 309, 24.11.2009, p. 1, ELI: http://data.europa.eu/eli/reg/2009/1107/oj.
