Official Journal EN of the European Union L series 2025/2335 21.11.2025 COMMISSION IMPLEMENTING REGULATION(EU) 2025/2335 of 20 November 2025 setting the reference CO emissions for the reporting period of the year 2019 2 (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) 2019/1242 of the European Parliament and of the Council of 20 June 2019 setting CO 2 emission performance standards for new heavy-duty vehicles and amending Regulation (EC) No 595/2009 and (EU) 2018/956 of the European Parliament and of the Council and Council Directive 96/53/EC(1), and in particular Article 11(1), second subparagraph, thereof, Whereas: (1) In order to make the reference CO emissions set out in Annex II to Commission Implementing Decision 2 (EU) 2021/781(2)legally binding for manufacturers who were not addressees of that Decision as they only entered the Union market after the reporting period of the year 2019 by registering vehicles falling into the vehicle subgroups referred to in Annex II to that Decision, those reference CO emissions should be readopted in this 2 Regulation. (2) To determine the specific CO emissions targets and the CO emissions reduction trajectories, the reference 2 2 CO emissions of the vehicle sub-groups to which the reporting period of the year 2019 applies as reference period 2 should be based on the data reported under Regulation (EU) 2018/956 of the European Parliament and of the Council(3), HAS ADOPTED THIS REGULATION: Article 1 Reference CO emissions 2 The reference CO emissions, referred to in Article 11(1), second subparagraph, of Regulation (EU) 2019/1242, of the 2 vehicle sub-groups to which the reporting period of the year 2019 applies as reference periodare set out in the Annex to this Regulation.
