Commission Implementing Regulation (EU) 2025/326 of 18 February 2025 making imports of valine originating in the People’s Republic of China subject to registration
Issued by European Commission
· Directorate-General for Trade and Economic Security
Commission Implementing Regulation (EU) 2025/326 makes imports of valine originating in the People’s Republic of China subject to registration. This registration is a preliminary step in an anti-dumping investigation and allows for the potential retroactive imposition of anti-dumping duties.
Key Changes
Imports of valine and its esters, salts thereof, as a separate chemically defined organic compound, whether or not containing impurities, currently classified under CN code 2922 49 85 (TARIC code 2922 49 85 87) and originating in the People’s Republic of China, are now subject to registration.
The registration period will expire nine months after the regulation's entry into force.
The anti-dumping investigation was initiated following a complaint by Eurolysine SAS on behalf of producers representing more than 25% of the total Union production of valine.
The complaint alleges a dumping margin of 65% and an injury elimination level between 150-250% for the product concerned for the period from 1 July 2023 to 30 June 2024.
The Commission is not yet in a position to estimate the amount of possible future liability.
Impact Analysis
Importers
Importers should assess their supply chains and consider alternative sources of valine if the anti-dumping duties are imposed.
Union Producers
Assess potential increase in market share and adjust production capacity accordingly.
Consumers
Monitor price changes and explore alternative products if necessary.
Customs Authorities
Ensure proper training of personnel to handle the registration process effectively.
