Official Journal EN of the European Union L series 2025/663 3.4.2025 COMMISSION IMPLEMENTING REGULATION (EU) 2025/663 of 2 April 2025 amending Implementing Regulation (EU) 2023/2117 as regards the list of information objects for the repository of information THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) 2018/1139 of the European Parliament and of the Council of 4 July 2018on common rules in the field of civil aviation and establishing a European Union Aviation Safety Agency, and amending Regulations (EC) No 2111/2005, (EC) No 1008/2008, (EU) No 996/2010, (EU) No 376/2014 and Directives 2014/30/EU and 2014/53/EU of the European Parliament and of the Council, and repealing Regulations (EC) No 552/2004 and (EC) No 216/2008 of the European Parliament and of the Council and Council Regulation (EEC) No 3922/91(1), and in particular Article 74(8) thereof, Whereas: (1) In accordance with Article 74 of Regulation (EU) 2018/1139, civil-aviation-related information is to be stored in an electronic repository of information established and managed by the European Union Aviation Safety Agency (‘the Agency’) in cooperation with the Commission and the national competent authorities. Such repository is necessary to ensure effective cooperation between the Agency and the national competent authorities concerning the exercise of their tasks relating to certification, oversight and enforcement pursuant to that Regulation. (2) Pursuant to Article 74(8), point (c), of Regulation (EU) 2018/1139, the Commission is to adopt implementing acts laying down the necessary rules for the functioning and management of the repository and detailed requirements with regard to regular updates and standardised updates of the information included in the repository. (3) Annex I to Commission Implementing Regulation (EU) 2023/2117(2)contains a list of the information objects to be stored in the repository of information. (4) Since the adoption of Implementing Regulation (EU) 2023/2117, several developments have occurred and therefore it is necessary to review the information objects listed in Annex I to that Regulation. (5) The review of the information objects listed in Annex I to Implementing Regulation (EU) 2023/2117 revealed that some information objects which were initially included in the list should have not been included, while some information objects were repeated or not considered necessary. (6) It is also necessary to reconsider the priority groups for some of the information objects listed in Annex I to Implementing Regulation (EU) 2023/2117 due to shifts of urgency, to ensure that only the necessary ones are uploaded into the repository within the time frames laid down in Article 18(3) of that Regulation. (7) Furthermore, the review also revealed that the operational authorisation for unmanned aircraft system (‘UAS’) operators was missing from the list in Annex I to Implementing Regulation (EU) 2023/2117. Therefore, that information object should be included in the list together with the associated priority group. (8) The necessary changes should also be made to take into account the issues highlighted to the Agency by its advisory bodies during the focused consultation phase.
