of 20 March 2026
establishing model identification documents and model declarations for non-commercial movements
of pet animals
(Text with EEA relevance)
THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2016/429 of the European Parliament and of the Council of 9 March 2016 on
transmissible animal diseases and amending and repealing certain acts in the area of animal health (‘Animal Health
Law’)(1), and in particular Article 245(4), Article 253(1), point (a) and Article 255 thereof,
Whereas:
(1) Regulation (EU) 2016/429 lays down rules for the prevention and control of animal diseases that are transmissible to
animals or to humans, including among other things, the animal health requirements applicable to non-commercial
movements of pet animals into a Member State from another Member State or from a third country or territory. In
particular, it provides that pet animals are not to be moved into a Member State from another Member State or from
a third country or territory for non-commercial purposes unless they are accompanied by specific identification
documents and declarations.
(2) Model identification documents and model declarations established in Commission Implementing Regulations (EU)
No 577/2013(2)and (EU) 2021/1938(3)were adopted pursuant to Regulation (EU) No 576/2013 of the European
Parliament and of the Council(4). Regulation (EU) No 576/2013 was repealed by Article 270(2) of Regulation
(EU) 2016/429 as from 21 April 2021. However, Article 277 of that Regulation provides that notwithstanding that
repeal, Regulation (EU) No 576/2013 is to continue to apply until 21 April 2026 in respect of non-commercial
movements of pet animals. Implementing Regulations (EU) No 577/2013 and (EU) 2021/1938 will therefore
become obselete after 21 April 2026.
(3) Commission Delegated Regulation (EU) 2026/131(5) supplements Regulation (EU) 2016/429 as regards animal
health requirements for non-commercial movements of pet animals into a Member State from another Member state
or from a third country or territory.
(4) In accordance with Article 11 of Delegated Regulation (EU) 2026/131, pet dogs, pet cats or pet ferrets moved into a
Member State from another Member State for non-commercial purposes are to be accompanied by an identification
document in the form of a passport in accordance with a model to be adopted by the Commission. That model
passport is to contain the entries for the insertion of certain information in accordance with that Delegated
Regulation, as well as additional requirements concerning language, layout, validity or security features. It is
therefore appropriate to set out the model passport and the additional requirements in this Regulation.

(5) In accordance with Article 18 of Delegated Regulation (EU) 2026/131, pet dogs, pet cats or pet ferrets moved into a
Member State from a third country or territory for non-commercial purposes are to be accompanied by an
identification document in the form of an animal health certificate in accordance with a model to be adopted by the
Commission. That model animal health certificate is to contain the entries for the insertion of certain information in
accordance with that Delegated Regulation, as well as additional requirements concerning language, layout, validity
and security features. It is therefore appropriate to set out the model animal health certificate and the additional
requirements in this Regulation.
(6) In accordance with Article 20, point (a), of Delegated Regulation (EU) 2026/131, pet dogs, pet cats or pet ferrets are
allowed to be moved from certain third countries or territories without being accompanied by an animal health
certificate, provided that they are accompanied by a passport issued in accordance with a model set out, for that
purpose, in Union law. It is therefore appropriate to set out the model passport for those movements in this
Regulation.
(7) In accordance with Article 26 of Delegated Regulation (EU) 2026/131, pet birds moved into a Member State from a
third country or territory for non-commercial purposes are to be accompanied by an identification document in the
form of an animal health certificate in accordance with a model to be adopted by the Commission. That model
animal health certificate is to contain the entries for the insertion of certain information in accordance with that
Delegated Regulation, as well as certain additional requirements concerning language, layout, validity and security
features. It is therefore appropriate to set out the model animal health certificate and the additional requirements in
this Regulation.
(8) Article 4 of Delegated Regulation (EU) 2026/131 requires a written declaration signed by the pet owner authorising
an authorised person to carry out the non-commercial movement on their behalf to be attached to the relevant
identification document. It is therefore appropriate to set out the format, layout and language requirements for that
declaration in this Regulation.
(9) Article 18(3) of Delegated Regulation (EU) 2026/131 provides that a written declaration signed by the pet owner or
authorised person, confirming that the movements of the pet dogs, pet cats and pet ferrets into the Union are non-
commercial movements is to be attached to the animal health certificate referred to in Article 18(1) of that
Delegated Regulation. It is therefore appropriate to set out the format, layout and language requirements for that
declaration in this Regulation.
(10) Article 26(3) of Delegated Regulation (EU) 2026/131 provides that a written declaration signed by the pet owner or
authorised person, confirming that the movements of the pet birds into the Union are non-commercial movements
and indicating the pre- and post-movement arrangements made, is to be attached to the animal health certificate
referred to in Article 26(1) of that Delegated Regulation. It is therefore appropriate to set out the format, layout and
language requirements for that declaration in this Regulation.
(11) Pet dogs, pet cats and pet ferrets are not to be moved into a Member State from another Member State unless they
have received an anti-rabies vaccination that complies with the validity requirements set out in Part 1 of Annex VII
to Commission Delegated Regulation (EU) 2020/688(6). However, according to Article 9 of Delegated Regulation
(EU) 2026/131, the movement of young pet dogs, pet cats and pet ferrets which are not vaccinated or do not meet
the validity requirements set out in Part 1 of Annex VII is exceptionally allowed where, inter alia, the owner or the
authorised person provides a signed declaration that, from birth until the time of the non-commercial movement,
the pet animals have had no contact with wild animals of species susceptible to rabies. It is therefore appropriate to
set out the format, layout and language requirements for that declaration in this Regulation.
(6) Commission Delegated Regulation (EU) 2020/688 of 17 December 2019 supplementing Regulation (EU) 2016/429 of the European
Parliament and of the Council, as regards animal health requirements for movements within the Union of terrestrial animals and
hatching eggs (OJ L 174, 3.6.2020, p. 140, ELI: http://data.europa.eu/eli/reg_del/2020/688/oj).

(12) Pet dogs, pet cats and pet ferrets are not to be moved into a Member State from a third country or territory other than
those referred to in Article 17(1), of Delegated Regulation (EU) 2026/131, unless they have undergone a rabies
antibody titration test that complies with the validity requirements set out in Annex XXI to Commission Delegated
Regulation (EU) 2020/692(7). The transit through one of those third countries or territories is however not subject
to that test where the owner or the authorised person provides a signed declaration that the animals have had no
contact with animals of species susceptible to rabies and remain secured within a means of transport or within the
perimeter of an international airport. It is therefore appropriate to set out the format, layout and language
requirements for that declaration in this Regulation.
(13) To ensure that stocks of identification documents complying with the relevant provisions of Regulation (EU)
No 576/2013 can be used for an appropriate time period and to allow Member States to adapt to the new model
identification documents, it is necessary to provide for a smooth transition from the application of the repealed
provisions on model identification documents for the non-commercial movements of pet animals.
(14) To avoid any unnecessary disruptions in the non-commercial movements of pet animals this Regulation should
repeal Implementing Regulation (EU) No 577/2013 and Implementing Regulation (EU) 2021/1938 with effect on
the same day when the continued application of the repealed Regulation (EU) No 576/2013 ends and Delegated
Regulation (EU) 2026/131 applies. This Regulation should, therefore, enter into force as a matter of urgency and
apply from 22 April 2026.
(15) The measures provided for in this Regulation are in accordance with the opinion of the Standing Committee on
Plants, Animals, Food and Feed,
HAS ADOPTED THIS REGULATION:
Article 1
Scope and subject matter
1. This Regulation lays down rules regarding identification documents and declarations provided for in Regulation
(EU) 2016/429 as regards non-commercial movements of pet animals of the species listed in Annex I to Regulation
(EU) 2016/429 into a Member State from another Member State or from a third country or territory.
2. This Regulation establishes:
(a) model identification documents and the notes for completing such documents, in the form of:
(i) a passport for non-commercial movements of pet dogs, pet cats or pet ferrets into a Member State from
another Member State (Annex I);
(ii) a passport for non-commercial movements of pet dogs, pet cats or pet ferrets into a Member State from certain
third countries or territories, as provided for in Article 20, point (a), of Delegated Regulation (EU) 2026/131
(Annex II);
(iii) an animal health certificate for non-commercial movements of pet dogs, pet cats or pet ferrets into a Member
State from a third country or territory (Annex III);
(iv) an animal health certificate for non-commercial movements of pet birds into a Member State from a third
country or territory (Annex IV);
(b) model declarations accompanying passports or animal health certificates for non-commercial movements of pet
animals into a Member State from another Member State or from a third country or territory (Annex V).

Article 2
Model passport for non-commercial movements of pet dogs, pet cats or pet ferrets
1. For the purpose of non-commercial movements of pet dogs, pet cats and pet ferrets into a Member State from
another Member State, the passport referred to in Article 11(1) of Delegated Regulation (EU) 2026/131 shall be drawn up
in accordance with the model set out in Part 1 of Annex I to this Regulation and shall comply with the additional
requirements set out in Part 2 of that Annex.
2. For the purpose of non-commercial movements of pet dogs, pet cats and pet ferrets into a Member State from certain
third countries or territories, the passport referred to in Article 20, point (a), of Delegated Regulation (EU) 2026/131 shall
be drawn up in accordance with the model set out in Part 1 of Annex II to this Regulation and shall comply with the
additional requirements set out in Part 2 of that Annex.
Article 3
Model animal health certificate for non-commercial movements of pet dogs, pet cats or pet ferrets into the Union
For the purpose of non-commercial movements of pet dogs, pet cats and pet ferrets into the Union, the animal health
certificate referred to in Article 18(1) of Delegated Regulation (EU) 2026/131 shall be:
(a) drawn up in accordance with the model set out in Part 1 of Annex III to this Regulation;
(b) duly completed and issued in accordance with the explanatory notes set out in Part 2 of Annex III to this Regulation;
(c) supplemented by the written declaration referred to in Article 18(3) of Delegated Regulation (EU) 2026/131, drawn
up in accordance with the model set out in Part 2 of Annex V to this Regulation and complying with the additional
requirements set out in Part 6 of that Annex.
Article 4
Model animal health certificate for non-commercial movements of pet birds into the Union
For the purpose of non-commercial movements of pet birds into the Union, the animal health certificate referred to in
Article 26(1) of Delegated Regulation (EU) 2026/131 shall be:
(a) drawn up in accordance with the model set out in Part 1 of Annex IV to this Regulation;
(b) duly completed and issued in accordance with the explanatory notes set out in Part 2 of Annex IV to this Regulation;
(c) supplemented by the written declaration referred to in Article 26(3) of Delegated Regulation (EU) 2026/131, drawn
up in accordance with the model set out in Part 3 of Annex V to this Regulation and complying with the additional
requirements set out in Part 6 of that Annex.
Article 5
Format, layout and language requirements of the declarations referred to in Article 4, Article 9, point (b)(i) and
Article 17, point (2)(c), of Delegated Regulation (EU) 2026/131
1. Where the non-commercial movement of a pet animal is carried out by an authorised person, the declaration referred
to in Article 4 of Delegated Regulation (EU) 2026/131 shall be drawn up in accordance with the format and layout set out
in Part 1 of Annex V to this Regulation and shall comply with the language requirements set out in Part 6 of that Annex.

2. The declaration referred to in Article 9, point (b)(i), of Delegated Regulation (EU) 2026/131 shall be drawn up in
accordance with the format and layout set out in Part 4 of Annex V to this Regulation and shall comply with the language
requirements set out in Part 6 of that Annex.
3. The declaration referred to in Article 17, point (2)(c), of Delegated Regulation (EU) 2026/131 shall be drawn up in
accordance with the format and layout set out in Part 5 of Annex V to this Regulation and shall comply with the language
requirements set out in Part 6 of that Annex.
Article 6
Transitional measures
1. A passport drawn up in accordance with the model passport set out in Part 1 of Annex III to Implementing
Regulation (EU) No 577/2013 shall be deemed to comply with the model passport set out in Part 1 of Annex I to this
Regulation where it was issued before 1 January 2028 for non-commercial movements of pet dogs, pet cats and pet ferrets
into a Member State from another Member State.
2. A passport drawn up in accordance with the model passport set out in Part 3 of Annex III to Implementing
Regulation (EU) No 577/2013 shall be deemed to comply with the model passport set out in Part 1 of Annex II to this
Regulation where it was issued before 1 January 2028 for non-commercial movements of pet dogs, pet cats and pet ferrets
into a Member State from a third country or territory listed in Annex I to Commission Implementing Regulation
(EU) 2026/636(8).
3. For a transitional period until 31 March 2027, an animal health certificate drawn up in accordance with the model
animal health certificate set out in Part 1 of Annex IV to Implementing Regulation (EU) No 577/2013 shall be deemed to
comply with the model animal health certificate set out in Part 1 of Annex III to this Regulation where it was issued before
1 October 2026 for non-commercial movements of pet dogs, pet cats and pet ferrets into a Member State from a third
country or territory.
4. An animal health certificate drawn up in accordance with the model animal health certificate set out in Part 1 of the
Annex to Implementing Regulation (EU) 2021/1938 shall be deemed to comply with the model animal health certificate set
out in Part 1 of Annex IV to this Regulation where it was issued before 1 October 2026 for non-commercial movements of
pet birds into a Member State from a third country or territory.
Article 7
Repeals
The following acts are repealed as from 22 April 2026:
(a) Implementing Regulation (EU) No 577/2013;
(b) Implementing Regulation (EU) 2021/1938.

Article 8
Entry into force and application
This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.
It shall apply from 22 April 2026.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

Additional requirements concerning the model passport issued in a Member State and
referred to in Article 11(1) of Delegated Regulation (EU) 2026/131
1. Format of the passport:
The dimension of the passport shall be 100 × 152 mm.
2. Cover of the passport:
(a) Front cover:
(i) colour: blue (PANTONE® Reflex Blue) and yellow stars (PANTONE®
Yellow) in the upper quarter complying with the specification of the
European emblem1;
(ii) the words ‘European Union’ and the name of the Member State of issue
shall be printed in the same typeface;
(iii) the ISO country code of the Member State of issue followed by a unique
alphanumeric code (indicated as ‘number’ in the model passport set out in
Part 1) shall be printed at the bottom.
(b) Inside front cover and inside back cover: colour white.
(c) Back cover: colour blue (PANTONE® Reflex Blue).
3. Sequences of the headings and numbering of pages of the passport:
(a) The sequence of the headings (with the roman numbers) shall be strictly
respected.
(b) The pages of the passport shall be numbered at the bottom of each page in the
following format: ‘x out of n’, where ‘x’ is the current page and ‘n’ is the total
number of pages of the passport.
(c) The ISO country code of the Member State of issue, in accordance with the ISO
3166 standard, followed by a unique alphanumeric code shall be printed on each
page of the passport.
(d) The number of pages and the size and shape of the boxes in the model passport
set out in Part 1 are indicative and may be adjusted to cover the estimated average
lifespan of the animal concerned.
4. Languages:
All printed text shall be in the official language(s) of the Member State of issue and in
English.

5. Security features:
(a) After the required information has been entered in Section III of the passport, a
transparent adhesive laminate shall seal the page.
(b) Where the information on one of the pages of the passport takes the form of a
sticker, a transparent adhesive laminate shall seal that sticker in the case where
the latter is not self-destructed when it is removed.
(c) A QR code may be included on the back cover of the passport to refer to the
national registration database.
6. Destruction of passports:
Passports in which Sections I to IV have been incorrectly filled in shall be destroyed.

Explanatory notes for completing the passport
• In each Section of the passport the following
format shall be used to indicate:
- a date: dd/mm/yyyy;
- a time: 00:00.

the animal has a clearly readable tattoo applied
before 3 July 2011 and is not identified by the
implantation of a transponder.
• Section V: only required

Commission Delegated Regulation (EU) 2026/131(5), and the details of the relevant anti-
rabies vaccination(s) are provided in the table below;]

Notes
(a) This animal health certificate is meant for pet dogs (Canis lupus familiaris), pet cats (Felis silvestris catus)
and pet ferrets (Mustela putorius furo).
(b) This animal health certificate is valid for 10 days from the date of issue by the official veterinarian or in the
case of the authorised veterinarian, the date of endorsement by the competent authority until the date of the
documentary and identity checks at the designated travellers’ point of entry into the Union.
In the case of transport by sea, that period of 10 days is extended by an additional period corresponding to
the duration of the journey by sea.
For the purpose of further movement into other Member States, this animal health certificate is valid for a
total period of six months from the date of the documentary and identity checks carried out at the travellers’
point of entry into the Union or until the date of expiry of the validity of the anti-rabies vaccination,
whichever date is earlier.

(3) Any revaccination must be considered a primary vaccination if it was not carried out within the period of
validity of a previous vaccination
(4) A certified copy of the identification and vaccination details of the animals concerned shall be attached to
the animal health certificate.
(5) The third option is subject to the condition that the owner or the natural person who has authorisation in
writing from the owner to carry out the non-commercial movement of the animals on behalf of the owner,
provides on request by the competent authorities responsible for the checks referred to in Notes, point (b), a
declaration stating that the animals have had no contact with animals of species susceptible of rabies and
remain secure within the means of transport or the perimeter of an international airport during the transit
through a territory or a third country other than those listed in the Annexes to Implementing Regulation (EU)
2026/636. This declaration shall comply with the format, layout and language requirements set out in Parts
5 and 6 of Annex V to Commission Implementing Regulation (EU) 2026/705.
(6) The rabies antibody titration test referred to in point II.3.1:
- must be carried out without undue delay on a sample collected by an official veterinarian or an authorised
veterinarian, at least 30 days after the date of the primary vaccination, or within a current valid
vaccination series, and not less than 90 days prior to the date of issue of this animal health certificate;
- must measure a level of neutralising antibody to rabies virus in serum equal to or greater than 0.5 IU/ml;
- must be performed by an official laboratory designated in accordance with Article 37 of Regulation (EU)
2017/625 of the European Parliament and of the Council or a laboratory in a third country or territory
listed in Annex VIII to Commission Implementing Regulation (EU) 2021/404 designated in accordance
with Article 37(4) and (5) of Regulation (EU) 2017/625 for the performance of the rabies antibody
titration test as provided in point 1 of Annex XXI to Delegated Regulation (EU) 2020/692;
- does not have to be renewed on an animal, which following that test with satisfactory results, has been
revaccinated against rabies within the period of validity of a previous vaccination.
A certified copy of the official report from the designated laboratory on the results of the rabies antibody
test referred to in point II.3.1 shall be attached to the animal health certificate.
(7) By certifying this result, the official veterinarian confirms that he has verified, to the best of his ability and
where necessary with contacts with the laboratory indicated in the report, the authenticity of the laboratory
report on the results of the antibody titration test referred to in point II.3.1.
(8) In conjunction with note (4), the marking of the animals concerned by the implantation of a transponder or
by a clearly readable tattoo applied before 3 July 2011 must be verified before any entry is made in this
animal health certificate and must always precede any vaccination, or where applicable, testing carried out
on those animals.
(9) Member States or zones thereof listed in Annex XIX to Commission Implementing Regulation (EU)
2021/620.
(10) The table referred to in point II.4 must be used to document the details of a further treatment if administered
after the date the animal health certificate was signed and prior to the scheduled entry into a Member State
or zone thereof with disease free status from Echinococcus multilocularis.
(11) The table referred to in point II.4 must be used to document the details of treatments if administered after
the date the animal health certificate was signed for the purpose of further movement into other Member
States described in point (b) of the Notes and in conjunction with note (12).
(12) The treatment against Echinococcus multilocularis referred to in point II.4 must:
- be administered by a veterinarian within a period of not more than 120 hours and not less than 24 hours
before the time of the scheduled entry of the dogs into a Member State or zone thereof with disease free
status from Echinococcus multilocularis;
- consist of an approved medicinal product which contains the appropriate dose of praziquantel or
pharmacologically active substances, which alone or in combination, have been proven to reduce the
burden of mature and immature intestinal forms of Echinococcus multilocularis in the host species
concerned.

(13) The declaration referred to in point II.5 shall be attached to this animal health certificate and comply with

Explanatory notes for completing the model animal health certificate referred to in
Article 18(1) of Delegated Regulation (EU) 2026/131
1. Where the animal health certificate states that certain statements shall be kept as
appropriate, statements which are not relevant may be crossed out and initialled and
stamped by the official veterinarian or completely deleted from the animal health
certificate.
2. The original of each animal health certificate shall consist of a single sheet of paper, or,
where more text is required, it shall be in such a form that all sheets of paper required
are part of an integrated whole and indivisible.
3. The animal health certificate shall be drawn up in at least one of the official languages
of the Member State of entry and in English. It shall be completed in block letters.
4. If additional sheets of paper or supporting documents are attached to the animal health
certificate, those sheets of paper or documents shall also be considered as forming part
of the original of the animal health certificate by the application of the signature and
stamp of the official veterinarian, on each of the pages.
5. When the animal health certificate, including additional sheets of paper referred to in
point 4, comprises more than one page, each page shall be numbered (page number of
total number of pages) at the end of the page and shall bear at the top of each page the
animal health certificate reference number that has been assigned by the competent
authority.
6. The original of the animal health certificate shall be issued by an official veterinarian of
the third country or territory of dispatch or by an authorised veterinarian and
subsequently endorsed by the competent authority of the third country or territory of
dispatch. The competent authority of the third country or territory of dispatch shall
ensure that rules and principles of certification equivalent to those laid down in
Regulation (EU) 2017/625 are followed.
7. The colour of the signature shall be different from that of the printing. This requirement
also applies to stamps other than those embossed or watermarked.
8. The animal health certificate reference number referred to in boxes I.2 and II.a shall be
issued by the competent authority of the third country or territory of dispatch.

(5) Birds certified under this condition, where they are not be marked individually in accordance with Article

Article 22(3), point (b), of that Delegated Regulation and the number of the seal must be indicated in Box
