amending Regulation (EU) 2024/1487 as regards the adoption of the work programme for the
gradual review of safeners and synergists

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EC) No 1107/2009 of the European Parliament and of the Council of 21 October 2009
concerning the placing of plant protection products on the market and repealing Council Directives 79/117/EEC
and 91/414/EEC(1), and in particular Article 26 thereof,
Whereas:
(1) Commission Regulation (EU) 2024/1487(2) lays down the data requirements for the approval of safeners and
synergists and establishes a work programme for the gradual review of safeners and synergists that are already on the
market. This work programme aims at allowing all safeners and synergists already on the market to be gradually
reviewed and approved in accordance with Regulation (EC) No 1107/2009, within five years of its adoption.
(2) In accordance with Article 3(1) of Regulation (EU) 2024/1487, the Commission published, by electronic means, a list
of all substances or preparations known to be used as safeners or synergists in plant protection products authorised
for placement on the market in at least one Member State at the date of 19 June 2024.
(3) In accordance with Article 3(2) of Regulation (EU) 2024/1487, interested parties submitted notifications of further
substances or preparations potentially used as safeners or synergists in plant protection products on 19 June 2024
to the Commission and, in accordance with Article 3(4) of that Regulation, Member States and the European Food
Safety Authority (the ‘Authority’) provided comments to the Commission in regard to the notifications received.
(4) In accordance with Article 3(5) of Regulation (EU) 2024/1487, the Commission updated the list referred to in
Article 3(1), taking into account the notifications submitted by interested parties and the comments provided by
Member States and the Authority. The updated list ensures that all safeners and synergists used in plant protection
products as of 19 June 2024 are identified and considered for inclusion in the work programme.
(5) In accordance with Article 4 of Regulation (EU) 2024/1487, interested parties requested the inclusion of the
substances listed in the Annex to this Regulation in the work programme for gradual review.
(6) The Commission assessed the notifications submitted by the interested parties and the comments provided by
Member States and the Authority under Article 3 of Regulation (EU) 2024/1487 and the requests for inclusion
submitted by the interested parties under Article 4 of that Regulation. That assessment has identified the safeners
and synergists eligible for inclusion in the work programme.
(7) Pursuant to Article 6(2) of Regulation (EU) 2024/1487, the Commission is to adopt the work programme by
updating Annex I to that Regulation, specifying the safeners and synergists included in the work programme and
designating for each of them a rapporteur Member State and a co-rapporteur Member State.

(8) Regulation (EU) 2024/1487 should therefore be amended accordingly.
(9) The measures provided for in this Regulation are in accordance with the opinion of the Standing Committee on
Plants, Animals, Food and Feed,
HAS ADOPTED THIS REGULATION:
Article 1
The work programme for the gradual review of the safeners and synergists already used in plant protection products is
hereby adopted.
Annex I to Regulation (EU) 2024/1487 is amended in accordance with the Annex to this Regulation.
Article 2
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the
European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.
