support of Ukraine with military equipment, and platforms, designed to deliver lethal force
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union, and in particular Article 28(1) and Article 41(2) thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:
(1) On 14 November 2022, the Council adopted Decision (CFSP) 2022/2245(1), which established an assistance
measure to support the capacity building of the Armed Forces of Ukraine by the European Union Military
Assistance Mission in support of Ukraine (EUMAM Ukraine) to defend the territorial integrity and sovereignty of
Ukraine as well as to protect the civilian population against the ongoing military aggression.
(2) In its conclusions of 29 June 2023, the European Council reconfirmed the Union’s readiness to continue providing
sustainable military support to Ukraine for as long as it takes, notably through EUMAM Ukraine and the European
Peace Facility.
(3) In a letter dated 23 August 2023, the Ukrainian authorities acknowledged the contribution provided by EUMAM
Ukraine and requested an extension of EUMAM Ukraine training to the National Guard, the State Border Service,
the National Police and the Security Service of Ukraine, for those units under the operational control of the Armed
Forces of Ukraine.
(4) In that context, the assistance measure established by Decision (CFSP) 2022/2245 should continue supporting
EUMAM Ukraine training efforts and, therefore, the financial reference amount should be increased by an additional
EUR 184 000 000and its duration extended to 60 months,
HAS ADOPTED THIS DECISION:
Article 1
Decision (CFSP) 2022/2245 is amended as follows:
(1) in Article 1, paragraph 5 is replaced by the following:
‘5. The duration of the Assistance Measure shall be 60 months from the adoption of this Decision.’;
(2) Article 2 is amended as follows:
(a) paragraph 1 is replaced by the following:
‘1. The financial reference amount intended to cover the expenditure related to the Assistance Measure shall be
EUR 200 000 000.’;
(b) paragraph 3 is replaced by the following:
‘3. In accordance with Article 29(5) of Decision (CFSP) 2021/509, the administrator for operations may call for
contributions following the adoption of this Decision, up to EUR 200 000 000. The funds called by the
administrator for operations shall only be used to pay expenditure within the limits approved by the Committee
established by Decision (CFSP) 2021/509 in the related budget corresponding to the Assistance Measure.’.
