Official Journal EN of the European Union L series 2023/2740 8.12.2023 COUNCIL DECISION (CFSP) 2023/2740 of 16 October 2023 on the signing and conclusion on behalf of the Union of the Agreement between the European Union and the Republic of Armenia on the status of the European Union Mission in Armenia (EUMA) THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 37 thereof, in conjunction with Article 218(5) and (6) of the Treaty on the Functioning of the European Union, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 23 January 2023, the Council adopted Decision (CFSP) 2023/162(1)establishing a European Union mission in Armenia (EUMA). (2) On 20 February 2023, the Council adopted Decision (CFSP) 2023/386(2)launching EUMA. (3) On 28 March 2023, the Council authorised the High Representative of the Union for Foreign Affairs and Security Policy to open negotiations with the Republic of Armenia with a view to the conclusion of an agreement on the status of EUMA. (4) An agreement has been negotiated between the Union and the Republic of Armenia on the basis of the authorisation granted by the Council on 28 March 2023. (5) The Agreement between the Union and the Republic of Armenia on the status of the European Union Mission in Armenia (EUMA) should be approved on behalf of the Union, HAS ADOPTED THIS DECISION: Article 1 The Agreement between the European Union and the Republic of Armenia on the status of the European Union Mission in Armenia (EUMA) (the ‘Agreement’) is hereby approved on behalf of the Union(3). Article 2 The President of the Council is hereby authorised to designate the person(s) empowered to sign the Agreement in order to bind the Union. Article 3 The President of the Council shall, on behalf of the Union, give the notification provided for in Article 19(2) of the Agreement(4).
