COUNCIL DECISION (CFSP) 2024/1237
of 29 April 2024
amending Decision 2014/486/CFSP on the European Union Advisory Mission for Civilian Security
Sector Reform Ukraine (EUAM Ukraine)
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union and in particular Article 42(4) and Article 43(2) thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:
(1) On 22 July 2014, the Council adopted Decision 2014/486/CFSP (1), on the European Union Advisory Mission for
Civilian Security Sector Reform Ukraine (EUAM Ukraine).
(2) On 20 May 2021, the Council adopted Decision (CFSP) 2021/813 (2), which extended the mandate of EUAM
Ukraine until 31 May 2024 and endowed EUAM Ukraine with a financial reference amount for the period from
1 June 2021 to 31 May 2024.
(3) On 23 February 2022, the Russian Federation launched an unprovoked and unjustified military aggression against
Ukraine, which the European Council condemned in the strongest possible terms in its conclusions of 24 February
2022.
(4) On 18 March 2022, the Council adopted Decision (CFSP) 2022/452 (3), which gave EUAM Ukraine the additional
task of advising Ukrainian authorities with the aim of facilitating the flow of refugees from Ukraine to Poland,
Romania and Slovakia and the flow of humanitarian aid into Ukraine.
(5) On 13 April 2022, the Council adopted Decision (CFSP) 2022/638 (4), which gave EUAM Ukraine the additional task
of providing support to Ukrainian authorities to facilitate the investigation and prosecution of international crimes.
(6) The additional tasks given to EUAM Ukraine and the security situation in Ukraine have led to higher spending.
(7) The financial reference amount for EUAM Ukraine for the period from 1 June 2021 to 31 May 2024 should be
increased to meet additional needs.
(8) Decision 2014/486/CFSP should be amended accordingly.
(9) EUAM Ukraine will be conducted in the context of a situation which may deteriorate and could impede the
achievement of the objectives of the Union’s external action as set out in Article 21 of the Treaty,
HAS ADOPTED THIS DECISION:

Article 1
In Article 14(1) of Decision 2014/486/CFSP, the final subparagraph is replaced by the following:
‘The financial reference amount intended to cover the expenditure related to EUAM Ukraine for the period from 1 June
2021 to 31 May 2024 shall be EUR 90 116 266.’.
Article 2
This Decision shall enter into force on the date of its adoption.
