Official Journal EN of the European Union L series 2024/1247 30.4.2024 COUNCIL DECISION (CFSP) 2024/1247 of 29 April 2024 amending Decision (CFSP) 2017/1869 on the European Union Advisory Mission in support of Security Sector Reform in Iraq (EUAM Iraq) THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 42(4) and Article 43(2) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 16 October 2017, the Council adopted Decision (CFSP) 2017/1869 (1), which established the European Union Advisory Mission in support of Security Sector Reform in Iraq (EUAM Iraq). (2) On 13 April 2022, the Council adopted Decision (CFSP) 2022/635 (2), which amended the mandate of EUAM Iraq and extended it until 30 April 2024. (3) Following a strategic review of EUAM Iraq, the Political and Security Committee has recommended that the mandate of EUAM Iraq be amended and extended until 30 April 2026. (4) Decision (CFSP) 2017/1869 should be amended accordingly. (5) EUAM Iraq will be conducted in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union’s external action as set out in Article 21 of the Treaty on European Union, HAS ADOPTED THIS DECISION: Article 1 Decision (CFSP) 2017/1869 is amended as follows: (1) Article 2 is replaced by the following: ‘Article 2 Objectives The strategic objectives of EUAM Iraq shall be: (1) to contribute to the civilian aspects of Security Sector Reform in Iraq, including the National Security Strategy, associated national strategies and other national security priorities, through strategic advice and assistance; (2) to ensure the coherence of Union action in support of efforts to meet the needs of civilian Security Sector Reform by identifying, analysing and assessing further opportunities at national, regional and provincial levels and, together with the Union Delegation, informing and facilitating the Union’s and Member States’ support.’; (2) in Article 14(1), the following subparagraph is inserted after the fourth subparagraph: ‘The financial reference amount to cover the expenditure related to EUAM Iraq for the period from 1 May 2024 to 30 April 2026 shall be EUR 65 902 359,21.’; (1) Council Decision (CFSP) 2017/1869 of 16 October 2017 on the European Union Advisory Mission in support of Security Sector Reform in Iraq (EUAM Iraq) (OJ L 266, 17.10.2017, p. 12).
