Official Journal EN of the European Union L series 2024/2034 23.7.2024 COUNCIL DECISION (CFSP) 2024/2034 of 22 July 2024 amending Decision (CFSP) 2022/667 on an assistance measure taking the form of a general programme for support to the African Union under the European Peace Facility for the period 2022-2024 THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 28(1) and Article 41(2) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 21 April 2022, the Council adopted Decision (CFSP) 2022/667 (1) which established an assistance measure taking the form of a general programme for support to the African Union under the European Peace Facility for the period 2022-2024 (the ‘assistance measure’). The assistance measure enables the financing of actions in support of the African Union approved by the Political and Security Committee by 31 December 2024. (2) The consumption rate of the funding available through the assistance measure has been lower than initially expected. The entire financial reference amount intended to cover expenditure related to the assistance measure will not be mobilised by 31 December 2024. (3) The African Union has expressed its interest in continuing to benefit from the assistance measure in light of persisting needs. (4) The Council acknowledges the continued strategic importance of the Africa-EU Peace and Security Partnership and the leading role of the African Union in preserving peace and security on the African continent. (5) In order to maximise the support to the African Union, the assistance measure should finance actions to be approved by the Political and Security Committee by 31 December 2025 and the duration of the assistance measure should be extended to 96 months. (6) Decision (CFSP) 2022/667 should therefore be amended accordingly, HAS ADOPTED THIS DECISION: Article 1 Article 1 of Decision (CFSP) 2022/667 is amended as follows: (1) paragraph 1 is replaced by the following: ‘1. An assistance measure taking the form of a general programme for support to the African Union (AU) to be financed under the European Peace Facility (EPF) (“the Assistance Measure”) is hereby established. The Assistance Measure shall finance actions approved by the Political and Security Committee (PSC) by 31 December 2025.’; (2) paragraph 4 is replaced by the following: ‘4. The duration of the Assistance Measure shall be 96 months from 1 January 2022.’. Article 2 This Decision shall enter into force on the date of its adoption. Done at Brussels, 22 July 2024.
