Official Journal EN of the European Union L series 2025/2578 16.12.2025 COUNCIL DECISION (CFSP) 2025/2578 of 15 December 2025 amending Decision (CFSP) 2020/489 appointing the European Union Special Representative for the Belgrade-Pristina Dialogue and other Western Balkan regional issues THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 33 in conjunction with Article 31(2) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 2 April 2020, the Council agreed to appoint a European Union Special Representative (EUSR) for the Belgrade-Pristina Dialogue and other Western Balkan regional issues. (2) On 2 April 2020, the Council adopted Decision (CFSP) 2020/489(1), which appointed Mr Miroslav LAJČÁK as the EUSR for the Belgrade-Pristina Dialogue and other Western Balkan regional issues. (3) The EUSR’s mandate was extended by Council Decisions (CFSP) 2021/470(2), (CFSP) 2022/1240(3) and (CFSP) 2024/2085(4). (4) Expenditure for the implementation of the EUSR’s mandate exceeded the initially approved budget. It is therefore necessary to cover outstanding expenses in order to ensure the orderly closure of the mandate. (5) The financial reference amount for the period from 1 September 2022 to 31 January 2025 should be adjusted.
