COUNCIL DECISION (CFSP) 2026/1707
of 13 July 2026
amending Decision (CFSP) 2024/2643 concerning restrictive measures in view of Russia’s
destabilising activities
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union, and in particular Article 29 thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:
(1) On 8 October 2024, the Council adopted Decision (CFSP) 2024/2643(1).
(2) In its conclusions of 18 and 19 June 2026, the European Council condemned all recent hybrid attacks against the
Union and its Member States. In light of the persistent hybrid campaigns by hostile actors, notably Russia and
Belarus, the European Council called for increased and urgent efforts to strengthen resilience, enhance preparedness,
protect critical infrastructure, and prevent, deter and respond to hybrid attacks.
(3) The Union remains unwavering in its condemnation of Russia’s malicious activities directed against the Union, its
Member States, international organisations and third countries.
(4) In view of the gravity of the situation, the Council considers that one natural person should be added to the list of
natural and legal persons, entities and bodies set out in Annex I to Decision (CFSP) 2024/2643.
(5) Decision (CFSP) 2024/2643 should therefore be amended accordingly,
HAS ADOPTED THIS DECISION:
Article 1
Annex I to Decision (CFSP) 2024/2643 is amended in accordance with the Annex to this Decision.

Article 2
This Decision shall enter into force on the date of its publication in the Official Journal of the European Union.

and insecurity.
