Official Journal EN of the European Union L series 2026/1707 13.7.2026 COUNCIL DECISION (CFSP) 2026/1707 of 13 July 2026 amending Decision (CFSP) 2024/2643 concerning restrictive measures in view of Russia’s destabilising activities THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 29 thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 8 October 2024, the Council adopted Decision (CFSP) 2024/2643(1). (2) In its conclusions of 18 and 19 June 2026, the European Council condemned all recent hybrid attacks against the Union and its Member States. In light of the persistent hybrid campaigns by hostile actors, notably Russia and Belarus, the European Council called for increased and urgent efforts to strengthen resilience, enhance preparedness, protect critical infrastructure, and prevent, deter and respond to hybrid attacks. (3) The Union remains unwavering in its condemnation of Russia’s malicious activities directed against the Union, its Member States, international organisations and third countries. (4) In view of the gravity of the situation, the Council considers that one natural person should be added to the list of natural and legal persons, entities and bodies set out in Annex I to Decision (CFSP) 2024/2643. (5) Decision (CFSP) 2024/2643 should therefore be amended accordingly, HAS ADOPTED THIS DECISION: Article 1 Annex I to Decision (CFSP) 2024/2643 is amended in accordance with the Annex to this Decision. Ivan Sergeevich KASYANENKO Function: deputy commander and senior Ivan Kasyanenko is the deputy commander of the Special Operations Service (SSD) of 13.7.2026’ official of the Special Operations Service (SSD) the GRU, which absorbed certain elements of Unit 29155, and is a senior official who (Russian: Иван Сергеевич of the GRU oversees SSD operations. He has been identified as a principal organiser and КАСЬЯНЕНКО) supervisor of Unit 29155 activities connected to Afghanistan, including alleged Rank: Lt. General efforts to provide financial incentives for attacks targeting the United States and DOB: 9.9.1975 personnel of the international coalition operating in Afghanistan. Nationality: Russian Ivan Kasyanenko also coordinated operations linked to the 2018 Novichok poisonings of Sergei Skripal and his daughter, Yulia Skripal. In addition, he has been Gender: male linked to the coordination of covert Russian activities in Europe, the management and integration of Wagner Group networks in Africa in 2023 and military-technical Individual Taxpayer Number: 773471856698 cooperation initiatives involving Iran. Therefore, Ivan Kasyanenko is responsible for and implementing actions or policies attributable to the Government of the Russian Federation which undermine or threaten democracy, the rule of law, stability and security in third countries by undermining public order and safety, and by exploiting armed conflicts, instability and insecurity.
