COUNCIL DECISION (CFSP) 2026/1711
of 13 July 2026
launching the European Union Partnership Mission in Armenia (EUPM Armenia) and amending
Decision (CFSP) 2026/894
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union, and in particular Article 42(4) and Article 43(2) thereof,
Having regard to Council Decision (CFSP) 2026/894 of 21 April 2026 on a European Union Partnership Mission in
Armenia (EUPM Armenia)(1),
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:
(1) On 21 April 2026, the Council adopted Decision (CFSP) 2026/894.
(2) On 17 June 2026, the Political and Security Committee agreed that the Operation Plan for the European Union
Partnership Mission in Armenia (EUPM Armenia) should be approved.
(3) Following the recommendation of the Civilian Operation Commander of EUPM Armenia and the achievement of
initial operational capability, EUPM Armenia should be launched on 13 July 2026.
(4) Decision (CFSP) 2026/894 sets out a financial reference amount to cover the expenditure related to EUPM Armenia
for the first four months following the entry into force of that Decision. That reference amount should be revised to
cover the duration of the mandate of EUPM Armenia, i.e. until 12 July 2028. Decision (CFSP) 2026/894 should
therefore be amended accordingly.
(5) EUPM Armenia will be conducted in the context of a situation which may deteriorate and could impede the
achievement of the objectives of the Union’s external action as set out in Article 21 of the Treaty on European
Union,
HAS ADOPTED THIS DECISION:
Article 1
The Operation Plan for the European Union Partnership Mission in Armenia (EUPM Armenia) is hereby approved.
Article 2
EUPM Armenia shall be launched on 13 July 2026.
Article 3
The Civilian Operation Commander of EUPM Armenia is hereby authorised with immediate effect to start the execution of
EUPM Armenia.
Article 4
In Article 13 of Decision (CFSP) 2026/894, paragraph 1 is replaced by the following:
‘1. The financial reference amount intended to cover the expenditure related to EUPM Armenia for the period from
21 April 2026 until 12 July 2028 shall be EUR 14 947 077,57. The financial reference amount for any subsequent period
shall be decided by the Council.’.

Article 5
This Decision shall enter into force on the date of its adoption.
