Official Journal EN of the European Union L series 2026/1076 18.5.2026 COUNCIL DECISION (EU) 2026/1076 of 5 May 2026 on the conclusion, on behalf of the Union, of the Agreement in the form of an Exchange of Letters between the European Union and the People’s Republic of China pursuant to Article XXVIII of the General Agreement on Tariffs and Trade (GATT) 1994 relating to the modification of concessions on all the tariff rate quotas included in the EU Schedule CLXXV as a consequence of the United Kingdom’s withdrawal from the European Union THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, and in particular Article 207(4), first subparagraph, in conjunction with Article 218(6), second subparagraph, point (a)(v) thereof, Having regard to the proposal from the European Commission, Having regard to the consent of the European Parliament(1), Whereas: (1) In accordance with Council Decision (EU) 2023/1477(2), the Agreement in the form of an Exchange of Letters between the European Union and the People’s Republic of China pursuant to Article XXVIII of the General Agreement on Tariffs and Trade (GATT) 1994 relating to the modification of concessions on all the tariff rate quotas included in the EU Schedule CLXXV as a consequence of the United Kingdom’s withdrawal from the Union (the ‘Agreement’) was signed on behalf of the Union on 17 October 2024, subject to its conclusion at a later date. (2) The objective of the Agreement is to provide for the apportionment of the tariff rate quotas included in the EU Schedule CLXXV of the General Agreement on Tariffs and Trade (GATT) 1994 as a consequence of the United Kingdom’s withdrawal from the Union. (3) The Agreement should be approved, HAS ADOPTED THIS DECISION: Article 1 The Agreement in the form of an Exchange of Letters between the European Union and the People’s Republic of China pursuant to Article XXVIII of the General Agreement on Tariffs and Trade (GATT) 1994 relating to the modification of concessions on all the tariff rate quotas included in the EU Schedule CLXXV as a consequence of the United Kingdom’s withdrawal from the European Union is hereby approved on behalf of the Union(3). Article 2 The President of the Council shall, on behalf of the Union, give the notification provided for in the Agreement(4). (1) Consent of 26 March 2026 (not yet published in the Official Journal).
