Official Journal EN of the European Union L series 2025/2038 23.10.2025 COUNCIL IMPLEMENTING DECISION (CFSP) 2025/2038 of 23 October 2025 implementing Decision 2012/642/CFSP concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 31(2) thereof, Having regard to Council Decision 2012/642/CFSP of 15 October 2012 concerning restrictive measures in view of the situation in Belarus and the involvement of Belarus in the Russian aggression against Ukraine(1), and in particular Article 6(1) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 15 October 2012, the Council adopted Decision 2012/642/CFSP. (2) In view of the gravity of the situation in Belarus, two natural persons and three legal persons should be included in the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex I to Decision 2012/642/CFSP. (3) Decision 2012/642/CFSP should therefore be amended accordingly, HAS ADOPTED THIS DECISION: Article 1 Annex I to Decision 2012/642/CFSP is amended in accordance with the Annex to this Decision.
