20.10.2022 EN Official Journal of the European Union L 272 I/1 II (Non-legislative acts) REGULATIONS COUNCIL IMPLEMENTING REGULATION (EU) 2022/1985 of 20 October 2022 implementing Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EU) No 269/2014 of 17 March 2014concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine(1), and in particular Article 14(1) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 17 March 2014, the Council adopted Regulation (EU) No 269/2014. (2) The Union remains unwavering in its support for Ukraine’s sovereignty and territorial integrity. (3) The Iranian regime provides military support for Russia’s unprovoked and unjustified war of aggression against Ukraine. In view of the gravity of the situation, the Council considers that three individuals and one entity involved in the development and delivery of Unmanned Aerial Vehicles to Russia should be added to the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex I to Regulation (EU) No 269/2014. (4) Annex I to Regulation (EU) No 269/2014 should therefore be amended accordingly, HAS ADOPTED THIS REGULATION: Article 1 Annex I to Regulation (EU) No 269/2014 is amended in accordance with the Annex to this Regulation. Article 2 This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union. Sayed Hojatollah QUREISHI Nationality: Iranian General Sayed Hojatollah Qureishi is Head of the Supply, Research, and Industrial 20.10.2022 Affairs Division at the Iranian Ministry of Defence and Armed Forces Logistics ﯽﺸﯾﺮﻗﻪﻠﻟﺍﺖﺠﺣﺪﯿﺳ Gender: Male (MODAFL) and responsible for negotiating the agreement with the Russian a.k.a. Sayyed Hojatolah Rank: General Federation in relation to the supply of Iranian-made Unmanned Aerial Vehicles GHOREISHI (UAVs) for their use in the war of aggression against Ukraine. Therefore, General Position: Head of the Supply, Research, and Sayed Hojatollah Qureishi is responsible for supporting actions which undermine Industrial Affairs Division at the Iranian or threaten the territorial integrity, sovereignty and independence of Ukraine. Saeed AGHAJANI / Saeed Ara DOB: 3.4.1969 Brigadier-General Saeed Aghajani is Commander of the Islamic Revolutionary 20.10.2022’ Jani / Said Ara Jani / Said Agha Guard Corps - Aerospace Force (IRGC ASF) UAV Command, the backbone of Iran’s Gender: Male Jani Unmanned Aerial Vehicles (UAVs) programme. Brigadier-General Saeed Aghajani Passport: Passport V47528711 (Iran) oversees and directs the planning, equipment and training for Iran’s UAV ﯽﻧﺎﺟﺎﻗﺁﺪﯿﻌﺳ operations, which include also the supply of drones to international allies of Iran, Nationality: Iranian including the Russian Federation. Shahed Aviation Industries a.k. Shahed Aviation Industries is an Islamic Revolutionary Guard Corps Aerospace 20.10.2022’ a. Shahed Aviation Industries Force-linked company in Iran responsible for the design and development of the Research Centre Shahed series of Iranian Unmanned Aerial Vehicles (UAVs). Shahed series drones were supplied to the Russian Federation and are used in the war of aggression ﺪﻫﺎﺷﯽﯾﺍﻮﻫﻊﯾﺎﻨﺻ against Ukraine. Therefore, Shahed Aviation Industries is responsible for ﺪﻫﺎﺷﯽﯾﺍﻮﻫﻊﯾﺎﻨﺻﺕﺎﻘﯿﻘﺤﺗﺰﮐﺮﻣ supporting materially actions which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine.
