Official Journal EN of the European Union L series 2024/849 13.3.2024 COUNCIL IMPLEMENTING REGULATION (EU) 2024/849 of 12 March 2024 implementing Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EU) No 269/2014 of 17 March 2014concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine(1), and in particular Article 14(1) and (3) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:
(1) On 17 March 2014, the Council adopted Regulation (EU) No 269/2014.
(2) On the basis of a review by the Council concerning the individual designations set out in Annex I to Regulation (EU) No 269/2014, the information concerning 97 individuals and nine entities should be amended. Additionally, the entries for nine deceased persons, as well as those for three other persons should be deleted from that Annex.
(3) Regulation (EU) No 269/2014 should therefore be amended accordingly,
HAS ADOPTED THIS REGULATION:
Article 1 Annex I to Regulation (EU) No 269/2014 is amended in accordance with the Annex to this Regulation.
Article 2 This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

By signing the agreements, Yanukovych created favourable conditions for increasing Russia’s military presence in Ukraine and for the re-equipment and modernisation of the weapons of the Black Sea Fleet in the territory of Crimea. Subsequently, Russian weapons that were on the territory of Ukraine were used to annex the autonomous so-called “Republic of Crimea” and the city of Sevastopol in 2014.

221. Sergei SUROVIKIN DOB: 11.10.1966 Army General Sergei Surovikin was Commander-in-Chief of the Russian Aerospace 23.2.2022 Forces between 31 October 2017and summer 2023.
