Official Journal EN of the European Union L series 2026/1177 28.5.2026 COUNCIL IMPLEMENTING REGULATION (EU) 2026/1177 of 28 May 2026 implementing Regulation (EU) 2020/1998 concerning restrictive measures against serious human rights violations and abuses THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EU) 2020/1998 of 7 December 2020 concerning restrictive measures against serious human rights violations and abuses(1), and in particular Article 14(1) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 7 December 2020, the Council adopted Regulation (EU) 2020/1998. (2) On 8 December 2020, by way of the Declaration by the High Representative of the Union for Foreign Affairs and Security Policy, on behalf of the European Union, regarding the EU Global Human Rights Sanctions Regime, the Union and its Member States reaffirmed their strong commitment to the promotion and protection of human rights around the world. The EU Global Human Rights Sanctions Regime underscores the Union’s determination to enhance its role in addressing serious human rights violations and abuses worldwide. Achieving the effective enjoyment of human rights by everyone is a strategic goal of the Union. Respect for human dignity, freedom, democracy, equality, the rule of law and human rights is a fundamental value of the Union and its common foreign and security policy. (3) In its conclusions of 19 March 2026, the European Council strongly condemned the continued and growing settler violence against Palestinian civilians and again reiterated its call on the Council to take work forward on further restrictive measures against extremist settlers and against entities and organisations that support them. (4) In that context, three persons and four entities should be included in the list of natural and legal persons, entities and bodies subject to restrictive measures in Annex I to Regulation (EU) 2020/1998. (5) Regulation (EU) 2020/1998 should therefore be amended accordingly, HAS ADOPTED THIS REGULATION: Article 1 Annex I to Regulation (EU) 2020/1998 is amended in accordance with the Annex to this Regulation. Therefore, she is responsible for facilitating and encouraging human rights abuses in the West Bank and the Gaza Strip, including violations or abuses of the right of Palestinians to self-determination, their right to property, their right to private and family life, as well as the right to life and to physical integrity, which are of serious concern as regards the objectives of the common foreign and security policy set out in Article 21 of the Treaty on European Union. Regavim institutes legal proceedings and lobbies for the demolition of Palestinian property with the aim of expanding the control of Israel to the whole West Bank. Through its activities, Regavim plays an instrumental role in facilitating and encouraging coercive acts that aim to destroy Palestinian property and demolish Palestinian homes, leading to forced displacement of Palestinians and violations of their right to property, their right to private and family life and their right to self-determination, as well as the right of everyone to the enjoyment of the highest attainable standard of physical and mental health. Regavim is responsible for multiple court proceedings, and lobbied, for the demolition of a Palestinian primary school, funded by the European Union, at the Jabbet al Dhib village, near Bethlehem, in the West Bank in May 2023. On various occasions, the organisation and its management have clearly stated their objective of dispossessing Palestinian communities.
