Council Implementing Regulation (EU) 2026/2165 of 24 September 2026 implementing Regulation (EU) 2024/2642 concerning restrictive measures in view of Russia’s destabilising activities

Official Journal EN of the European Union L series 2026/2165 24.9.2026 COUNCIL IMPLEMENTING REGULATION (EU) 2026/2165 of 24 September 2026 implementing Regulation (EU) 2024/2642 concerning restrictive measures in view of Russia’s destabilising activities THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EU) 2024/2642 of 8 October 2024 concerning restrictive measures in view of Russia’s destabilising activities(1), and in particular Article 13(1) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

(1) On 8 October 2024, the Council adopted Regulation (EU) 2024/2642.

(2) In its conclusions of 18 and 19 June 2026, the European Council condemned all recent hybrid attacks against the Union and its Member States. In light of the persistent hybrid campaigns by hostile actors, notably Russia and Belarus, the European Council called for increased and urgent efforts to strengthen resilience, enhance preparedness, protect critical infrastructure, and prevent, deter and respond to hybrid attacks.

(3) The Union remains unwavering in its condemnation of Russia’s malign activities directed against the Union, its Member States, international organisations and third countries.

(4) In view of the gravity of the situation, the Council considers that one natural person should be added to the list of natural and legal persons, entities and bodies set out in Annex I to Regulation (EU) 2024/2642.

(5) Regulation (EU) 2024/2642 should therefore be amended accordingly,

HAS ADOPTED THIS REGULATION:

Article 1 Annex I to Regulation (EU) 2024/2642 is amended in accordance with the Annex to this Regulation.

Article 2 This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

In com/xfedorova particular, Xenia Fedorova has portrayed Western and European support for Ukraine as prolonging the war, presented Russia as seeking peace while portraying Europe as pursuing confrontation, questioned established accounts concerning the unlawful transfer and deportation of Ukrainian children, and disseminated narratives portraying European and NATO policies as threats to European security.

Xenia Fedorova has been publicly identified by the French authorities as relaying Kremlin disinformation. In July 2026, the French authorities also adopted an expulsion measure against her.

Therefore, Xenia Fedorova is supporting, involved in and facilitating actions and policies attributable to the Government of the Russian Federation which undermine or threaten democracy and stability in the Union and in one of its Member States and in a third country by engaging in and supporting the use of information manipulation and interference.
