Official Journal EN of the European Union L series 2026/271 30.1.2026 COUNCIL REGULATION (EU) 2026/271 of 29 January 2026 amending Regulation (EU) 2023/1529 concerning restrictive measures in view of Iran’s military support to Russia’s war of aggression against Ukraine and to armed groups and entities in the Middle East and the Red Sea region THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, and in particular Article 215 thereof, Having regard to the joint proposal from the High Representative of the Union for Foreign Affairs and Security Policy and of the European Commission, Whereas: (1) On 20 July 2023, the Council adopted Decision 2023/1532/CFSP(1)and Regulation (EU) 2023/1529(2), concerning restrictive measures in view of Iran’s military support to Russia’s war of aggression against Ukraine and to armed groups and entities in the Middle East and the Red Sea region. (2) In view of the gravity of the situation with regard to Iran’s military support to Russia’s war of aggression against Ukraine, the Council adopted Decision (CFSP) 2024/1336, which amended Decision (CFSP) 2023/1532 on 14 May 2024. (3) On 18 November 2024, the Council adopted Decision (CFSP) 2024/2894, which amended Decision (CFSP) 2023/1532. This Decision introduced further restrictive measures, in view of Iran’s continued military support to Russia’s war of aggression against Ukraine and in particular Iran’s supply of unmanned aerial vehicles (‘UAVs’) and missiles to Russia. (4) The Council considers that the prohibition on the export, sale, transfer or supply from the Union to Iran should be extended to include further components used in the development and production of UAVs and missiles, HAS ADOPTED THIS REGULATION: Article 1 Annex II to Regulation (EU) 2023/1529 is amended in accordance with the Annex to this Regulation. Article 2 This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.
