Executive Summary & Key Takeaways

What it means

  • Decision (EU) 2024/2940 amends several previous decisions related to the paying-up of capital, transfer of foreign reserve assets, and contributions to the European Central Bank’s reserves and provisions by specific national central banks (NCBs) within the Eurosystem.
  • The decision updates the remuneration rate applied to claims held by Hrvatska narodna banka, Lietuvos bankas, Latvijas Banka, Eesti Pank, Národná banka Slovenska, the Central Bank of Cyprus, the Central Bank of Malta, and Banka Slovenije equivalent to the foreign reserve assets they transferred to the ECB.

Key Changes

  • The remuneration rate for claims credited by the ECB to the specified NCBs is now explicitly linked to 85% of the reference rate defined in Article 1(j) of Decision (EU) 2016/2248 (ECB/2016/36), as amended by Decision (EU) 2024/2939 (ECB/2024/33).
  • The interest accruing on these claims will be calculated daily using the actual-over-360 day-count method.
  • The amendments affect Decision (EU) 2023/135 (ECB/2022/51), Decision (EU) 2015/287 (ECB/2014/61), and Decisions ECB/2013/53, ECB/2010/34, ECB/2008/33, ECB/2007/22 and ECB/2006/30.
  • The decision comes into force on 1 January 2025.

Impact Analysis

Impact on National Central Banks

  • NCBs should monitor the reference rate as defined in Decision (EU) 2016/2248, as amended by Decision (EU) 2024/2939, to accurately calculate the interest income on their claims.

Impact on the European Central Bank

  • The ECB needs to ensure compliance with Article 30.3 of the Statute of the ESCB regarding the remuneration of claims related to transferred foreign reserve assets.

Suggested Action Items

  • Communicate the changes to relevant stakeholders within the NCBs and the ECB.
