This document is a Decision of the EEA Joint Committee No. 103/2025 of 8 May 2025, amending Annex XIII (Transport) to the EEA Agreement. The decision incorporates Commission Delegated Regulation (EU) 2024/1108 and Commission Implementing Regulation (EU) 2024/1110 into the EEA Agreement. Both regulations concern the initial airworthiness of unmanned aircraft systems (UAS) and the operation of UAS, amending Regulations (EU) No 748/2012 and (EU) 2019/945 & (EU) 2019/947, respectively. The amendment adds specific indents referencing these regulations to points 66p, 66zbb, and 66zbc of Annex XIII. amending Annex XIII (Transport) to the EEA Agreement [2025/1369]
THE EEA JOINT COMMITTEE,
Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98
thereof,
Whereas:
(1) Commission Delegated Regulation (EU) 2024/1108 of 13 March 2024 amending Regulation (EU) No 748/2012 as
regards the initial airworthiness of unmanned aircraft systems subject to certification and Delegated Regulation
(EU) 2019/945 as regards unmanned aircraft systems and third-country operators of unmanned aircraft systems(1)
is to be incorporated into the EEA Agreement.
(2) Commission Implementing Regulation (EU) 2024/1110 of 10 April 2024 amending Regulation (EU) No 748/2012
as regards the initial airworthiness of unmanned aircraft systems subject to certification and Implementing
Regulation (EU) 2019/947 as regards the rules and procedures for the operation of unmanned aircraft(2) is to be
incorporated into the EEA Agreement.
(3) Annex XIII to the EEA Agreement should therefore be amended accordingly,
HAS ADOPTED THIS DECISION:
Article 1
Annex XIII to the EEA Agreement shall be amended as follows:
1. The following indents are added in point 66p (Commission Regulation (EU) No 748/2012):
‘— 32024 R 1108: Commission Delegated Regulation (EU) 2024/1108 of 13 March 2024 (OJ L, 2024/1108,
23.5.2024),
— 32024 R 1110: Commission Implementing Regulation (EU) 2024/1110 of 10 April 2024 (OJ L, 2024/1110,
23.5.2024).’
2. The following indent is added in point 66zbb (Commission Delegated Regulation (EU) 2019/945):
‘— 32024 R 1108: Commission Delegated Regulation (EU) 2024/1108 of 13 March 2024 (OJ L, 2024/1108,
23.5.2024).’
3. The following indent is added in point 66zbc (Commission Implementing Regulation (EU) 2019/947):
‘— 32024 R 1110: Commission Implementing Regulation (EU) 2024/1110 of 10 April 2024 (OJ L, 2024/1110,
23.5.2024).’
Article 2
The texts of Delegated Regulation (EU) 2024/1108 and Implementing Regulation (EU) 2024/1110 in the Icelandic and
Norwegian languages, to be published in the EEA Supplement to the Official Journal of the European Union, shall be authentic.

Article 3
This Decision shall enter into force on 9 May 2025, provided that all the notifications under Article 103(1) of the EEA
Agreement have been made(*).
Article 4
This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European
Union.
