DECISION OF THE EEA JOINT COMMITTEENo 117/2026
of 30 April 2026
amending Annex I (Veterinary and phytosanitary matters) to the EEA Agreement [2026/1496]
THE EEA JOINT COMMITTEE,
Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98
thereof,
Whereas:
(1) Commission Implementing Regulation (EU) 2026/85 of 14 January 2026 concerning the authorisation of tartrazine
as a feed additive for its use in baits for freshwater food-producing finfish(1) is to be incorporated into the EEA
Agreement.
(2) Commission Implementing Regulation (EU) 2026/89 of 14 January 2026 concerning the denial of the renewal of the
authorisation of a preparation containing a smoke flavouring extract-2b0001 as a feed additive for dogs and cats and
repealing Implementing Regulation (EU) No 1076/2014(2)is to be incorporated into the EEA Agreement.
(3) Commission Implementing Regulation (EU) 2026/90 of 14 January 2026 concerning the authorisation of L-arginine
produced with Corynebacterium glutamicum KCCM 80393 as a feed additive for all animal species(3) is to be
incorporated into the EEA Agreement.
(4) Commission Implementing Regulation (EU) 2026/91 of 14 January 2026 concerning the renewal of the
authorisation of a preparation of 6-phytase produced with Trichoderma reesei CBS 126897 as a feed additive for
poultry, weaned piglets, pigs for fattening and sows, the authorisation of a preparation of 6-phytase produced with
Trichoderma reesei CBS 126897 as a feed additive for ornamental birds, suckling piglets and minor porcine species
(holder of authorisation: AB Enzymes Finland Oy) and repealing Implementing Regulation (EU) No 292/2014(4)is
to be incorporated into the EEA Agreement.
(5) Commission Implementing Regulation (EU) 2026/92 of 14 January 2026 concerning the renewal of the
authorisation of a preparation of Bacillus velezensis ATCC PTA-6737 as a feed additive for laying hens and minor
poultry species for laying, the authorisation of a preparation of Bacillus velezensisATCC PTA-6737 as a feed additive
for other birds kept for egg production or breeding (holder of authorisation: Kemin Europa N.V.) and repealing
Implementing Regulation (EU) 2015/1020(5)is to be incorporated into the EEA Agreement.
(6) Commission Implementing Regulation (EU) 2026/93 of 15 January 2026 concerning the authorisation of L-lysine
sulphate produced with Corynebacterium glutamicumCGMCC 23982 as a feed additive for all animal species(6)is to
be incorporated into the EEA Agreement.
(7) Commission Implementing Regulation (EU) 2026/95 of 15 January 2026 withdrawing from the market oct-2-enal,
dec-2-enal, 2-hexenal, 3,5- octadiene-2-one, dec-2-enoic acid, phenethyl propionate, methyl decanoate, ethyl dec-
2-enoate, ethyl dec-4-enoate, butylamine, 3-methylbutane-1-thiol, 2-methylfuran, 2-acetyl-5-methylfuran, 2-acetyl-
3-methylpyrazine and picoline beta (3-methylpyridine) as feed additives for cats and dogs(7) is to be incorporated
into the EEA Agreement.

(8) Commission Implementing Regulation (EU) 2026/96 of 15 January 2026 concerning the authorisation of celery seed
essential oil from Apium graveolensL. and caraway essential oil from Carum carviL. as feed additives for certain animal
species(8)is to be incorporated into the EEA Agreement.
(9) Commission Implementing Regulation (EU) 2026/98 of 15 January 2026 amending Implementing Regulation
(EU) 2022/565 as regards the name of the holder of the authorisation for feed additives(9)is to be incorporated into
the EEA Agreement.
(10) Commission Implementing Regulation (EU) 2026/103 of 15 January 2026 concerning the renewal of the
authorisation of a preparation of Enterococcus lactis DSM 7134 as a feed additive for sows (holder of authorisation:
Lactosan GmbH&Co.KG) and repealing Implementing Regulation (EU) No 1083/2014(10)is to be incorporated into
the EEA Agreement.
(11) Implementing Regulation (EU) 2026/89 repeals Commission Implementing Regulation (EU) No 1076/2014(11),
which is incorporated into the EEA Agreement and which is consequently to be repealed under the EEA Agreement.
(12) Implementing Regulation (EU) 2026/91 repeals Commission Implementing Regulation (EU) No 292/2014(12), which
is incorporated into the EEA Agreement and which is consequently to be repealed under the EEA Agreement.
(13) Implementing Regulation (EU) 2026/92 repeals Commission Implementing Regulation (EU) 2015/1020(13), which is
incorporated into the EEA Agreement and which is consequently to be repealed under the EEA Agreement.
(14) Implementing Regulation (EU) 2026/103 repeals Commission Implementing Regulation (EU) No 1083/2014(14),
which is incorporated into the EEA Agreement and which is consequently to be repealed under the EEA Agreement.
(15) This Decision concerns legislation regarding feedingstuffs. Legislation regarding feedingstuffs shall not apply to
Liechtenstein as long as the application of the Agreement between the European Community and the Swiss
Confederation on trade in agricultural products is extended to Liechtenstein, as specified in the sectoral adaptations
to Annex I to the EEA Agreement. This Decision is therefore not to apply to Liechtenstein.
(16) Annex I to the EEA Agreement should therefore be amended accordingly,
HAS ADOPTED THIS DECISION:
Article 1
Chapter II of Annex I to the EEA Agreement is amended as follows:
1. The following is added in point 454 (Commission Implementing Regulation (EU) 2022/565):
‘, as amended by:
— 32026 R 0098: Commission Implementing Regulation (EU) 2026/98 of 15 January 2026 (OJ L, 2026/98,
16.1.2026).’
2. The following points are inserted after point 698 (Commission Implementing Regulation (EU) 2025/2556):
‘699. 32026 R 0085: Commission Implementing Regulation (EU) 2026/85 of 14 January 2026 concerning the
authorisation of tartrazine as a feed additive for its use in baits for freshwater food-producing finfish (OJ L,

703. 32026 R 0092: Commission Implementing Regulation (EU) 2026/92 of 14 January 2026 concerning the

(holder of authorisation: Lactosan GmbH&Co.KG) and repealing Implementing Regulation (EU)
No 1083/2014 (OJ L, 2026/0103, 16.1.2026).’
3. The texts of points 2zzzb (Commission Implementing Regulation (EU) No 292/2014), 114 (Commission
Implementing Regulation (EU) No 1076/2014), 115 (Commission Implementing Regulation (EU) No 1083/2014)
and 137 (Commission Implementing Regulation (EU) 2015/1020) are deleted.
Article 2
The texts of Implementing Regulations (EU) 2026/85, (EU) 2026/89, (EU) 2026/90, (EU) 2026/91, (EU) 2026/92,
(EU) 2026/93, (EU) 2026/95, (EU) 2026/96, (EU) 2026/98 and (EU) 2026/103 in the Icelandic and Norwegian languages,
to be published in the EEA Supplement to the Official Journal of the European Union, shall be authentic.

Article 3
This Decision shall enter into force on 1 May 2026, provided that all the notifications under Article 103(1) of the EEA
Agreement have been made(*).
Article 4
This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European
Union.
