DECISION OF THE EEA JOINT COMMITTEE No 154/2023
of 13 June 2023
amending Annex II (Technical regulations, standards, testing and certification) and Annex IV
(Energy) to the EEA Agreement [2023/2551]
THE EEA JOINT COMMITTEE,
Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98
thereof,
Whereas:
(1) Commission Regulation (EU) 2019/424 of 15 March 2019laying down ecodesign requirements for servers and data
storage products pursuant to Directive 2009/125/EC of the European Parliament and of the Council and amending
Commission Regulation (EU) No 617/2013(1)is to be incorporated into the EEA Agreement.
(2) Commission Regulation (EU) 2019/2019 of 1 October 2019laying down ecodesign requirements for refrigerating
appliances pursuant to Directive 2009/125/EC of the European Parliament and of the Council and repealing
Commission Regulation (EC) No 643/2009(2)is to be incorporated into the EEA Agreement.
(3) Commission Regulation (EU) 2019/2020 of 1 October 2019laying down ecodesign requirements for light sources
and separate control gears pursuant to Directive 2009/125/EC of the European Parliament and of the Council and
repealing Commission Regulations (EC) No 244/2009, (EC) No 245/2009 and (EU) No 1194/2012(3), as corrected
by OJ L 50, 24.2.2020, p. 22, is to be incorporated into the EEA Agreement.
(4) Commission Regulation (EU) 2019/2021 of 1 October 2019 laying down ecodesign requirements for electronic
displays pursuant to Directive 2009/125/EC of the European Parliament and of the Council, amending Commission
Regulation (EC) No 1275/2008 and repealing Commission Regulation (EC) No 642/2009(4), as corrected by
OJ L 50, 24.2.2020, p. 23, is to be incorporated into the EEA Agreement.
(5) Commission Regulation (EU) 2019/2022 of 1 October 2019 laying down ecodesign requirements for household
dishwashers pursuant to Directive 2009/125/EC of the European Parliament and of the Council amending
Commission Regulation (EC) No 1275/2008 and repealing Commission Regulation (EU) No 1016/2010(5)is to be
incorporated into the EEA Agreement.
(6) Commission Regulation (EU) 2019/2023 of 1 October 2019 laying down ecodesign requirements for household
washing machines and household washer-dryers pursuant to Directive 2009/125/EC of the European Parliament
and of the Council, amending Commission Regulation (EC) No 1275/2008 and repealing Commission Regulation
(EU) No 1015/2010(6), as corrected by OJ L 50, 24.2.2020, p. 24, is to be incorporated into the EEA Agreement.
(7) Commission Regulation (EU) 2019/2024 of 1 October 2019laying down ecodesign requirements for refrigerating
appliances with a direct sales function pursuant to Directive 2009/125/EC of the European Parliament and of the
Council(7)is to be incorporated into the EEA Agreement.

(8) Commission Regulation (EU) 2021/341 of 23 February 2021 amending Regulations (EU) 2019/424,
(EU) 2019/1781, (EU) 2019/2019, (EU) 2019/2020, (EU) 2019/2021, (EU) 2019/2022, (EU) 2019/2023 and
(EU) 2019/2024 with regard to ecodesign requirements for servers and data storage products, electric motors and
variable speed drives, refrigerating appliances, light sources and separate control gears, electronic displays,
household dishwashers, household washing machines and household washer-dryers and refrigerating appliances
with a direct sales function(8)is to be incorporated into the EEA Agreement.
(9) Regulation (EU) 2019/2019 repeals Commission Regulation (EC) No 643/2009(9), which is incorporated into the
EEA Agreement and which is consequently to be repealed under the EEA Agreement.
(10) Regulation (EU) 2019/2020 repeals Commission Regulations (EC) No 244/2009(10), (EC) No 245/2009(11)and (EU)
No 1194/2012(12), which are incorporated into the EEA Agreement and which are consequently to be repealed
under the EEA Agreement.
(11) Regulation (EU) 2019/2021 repeals Commission Regulation (EC) No 642/2009(13), which is incorporated into the
EEA Agreement and which is consequently to be repealed under the EEA Agreement.
(12) Regulation (EU) 2019/2022 repeals Commission Regulation (EU) No 1016/2010(14), which is incorporated into the
EEA Agreement and which is consequently to be repealed under the EEA Agreement.
(13) Regulation (EU) 2019/2023 repeals Commission Regulation (EU) No 1015/2010(15), which is incorporated into the
EEA Agreement and which is consequently to be repealed under the EEA Agreement.
(14) Annexes II and IV to the EEA Agreement should therefore be amended accordingly,
HAS ADOPTED THIS DECISION:
Article 1
Chapter IV of Annex II to the EEA Agreement shall be amended as follows:
1. The text of point 6b (Commission Regulation (EU) No 1015/2010) is replaced by the following:
‘32019 R 2023: Commission Regulation (EU) 2019/2023 of 1 October 2019laying down ecodesign requirements

8. The texts of points 10 (Commission Regulation (EC) No 244/2009), 11 (Commission Regulation (EC) No 245/2009),
15 (Commission Regulation (EC) No 642/2009) and 16 (Commission Regulation (EC) No 643/2009) are deleted.
Article 2
Annex IV to the EEA Agreement shall be amended as follows:
1. The text of point 26c (Commission Regulation (EU) No 1015/2010) is replaced by the following:
‘32019 R 2023: Commission Regulation (EU) 2019/2023 of 1 October 2019laying down ecodesign requirements
for household washing machines and household washer-dryers pursuant to Directive 2009/125/EC of the European

Article 3
The texts of Regulations (EU) 2019/424, (EU) 2019/2019, (EU) 2019/2020, as corrected by OJ L 50, 24.2.2020, p. 22,
(EU) 2019/2021, as corrected by OJ L 50, 24.2.2020, p. 23, (EU) 2019/2022, (EU) 2019/2023, as corrected by OJ L 50,
24.2.2020, p. 24, (EU) 2019/2024 and (EU) 2021/341 in the Icelandic and Norwegian languages, to be published in the
EEA Supplement to the Official Journal of the European Union, shall be authentic.
Article 4
This Decision shall enter into force on 14 June 2023, provided that all the notifications under Article 103(1) of the EEA
Agreement have been made*.
Article 5
This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European
Union.
