THE EEA JOINT COMMITTEE,
Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98
thereof,
Whereas:
(1) Regulation (EU) 2024/1257 of the European Parliament and of the Council of 24 April 2024 on type-approval of
motor vehicles and engines and of systems, components and separate technical units intended for such vehicles, with
respect to their emissions and battery durability (Euro 7), amending Regulation (EU) 2018/858 of the European
Parliament and of the Council and repealing Regulations (EC) No 715/2007 and (EC) No 595/2009 of the European
Parliament and of the Council, Commission Regulation (EU) No 582/2011, Commission Regulation
(EU) 2017/1151, Commission Regulation (EU) 2017/2400 and Commission Implementing Regulation
(EU) 2022/1362(1)is to be incorporated into the EEA Agreement.
(2) Regulation (EU) 2024/1257 repeals, with effect from 1 July 2030, Regulation (EC) No 715/2007(2)and Regulation
(EU) 2017/1151(3), and with effect from 1 July 2031, Regulation (EC) No 595/2009(4), Regulation (EU)
No 582/2011(5), Regulation (EU) 2017/2400(6) and Implementing Regulation (EU) 2022/1362(7), which are
incorporated into the EEA Agreement and which are consequently to be repealed under the EEA Agreement with
effect from 1 July 2030 and 1 July 2031 respectively.
(3) Annex II to the EEA Agreement should therefore be amended accordingly,
HAS ADOPTED THIS DECISION:
Article 1
Chapter I of Annex II to the EEA Agreement is amended as follows:
1. The following is inserted after point 45zzy (Commission Implementing Regulation (EU) 2022/1362):
‘45zzz. 32024 R 1257: Regulation (EU) 2024/1257 of the European Parliament and of the Council of 24 April
2024 on type-approval of motor vehicles and engines and of systems, components and separate technical
units intended for such vehicles, with respect to their emissions and battery durability (Euro 7), amending
Regulation (EU) 2018/858 of the European Parliament and of the Council and repealing Regulations (EC)
No 715/2007 and (EC) No 595/2009 of the European Parliament and of the Council, Commission
Regulation (EU) No 582/2011, Commission Regulation (EU) 2017/1151, Commission Regulation
(EU) 2017/2400 and Commission Implementing Regulation (EU) 2022/1362 (OJ L, 2024/1257, 8.5.2024).
The provisions of the Regulation shall, for the purposes of this Agreement, be read with the following adaptations:
(a) In Article 13, the words “or, when the type-approval has been granted in an EFTA State, the EFTA Surveillance
Authority,” shall be inserted after the word “Commission”.
(b) In Article 14(2), the words “, the EFTA Surveillance Authority, when the type-approval has been granted in an
EFTA State” shall be inserted after the word “Commission”.’

2. The following indent is added in point 51 (Regulation (EU) 2018/858 of the European Parliament and of the
Council):
‘— 32024 R 1257: Regulation (EU) 2024/1257 of the European Parliament and of the Council of 24 April 2024
(OJ L, 2024/1257, 8.5.2024).’
3. The texts of points 45zt (Regulation (EC) No 715/2007) and 45zzv (Commission Regulation (EU) 2017/1151) are
deleted with effect from 1 July 2030, and the texts of points 45zzk (Regulation (EC) No 595/2009), 45zzl
(Commission Regulation (EU) No 582/2011), 45zzw (Commission Regulation (EU) 2017/2400) and 45zzy
(Commission Implementing Regulation (EU) 2022/1362) are deleted with effect from 1 July 2031.
Article 2
The text of Regulation (EU) 2024/1257 in the Icelandic and Norwegian languages, to be published in the EEA Supplement
to the Official Journal of the European Union, shall be authentic.
Article 3
This Decision shall enter into force on 20 September 2025, provided that all the notifications under Article 103(1) of the
EEA Agreement have been made(*).
Article 4
This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European
Union.
