Executive Summary & Key Takeaways

**Summary:** EEA Joint Committee Decision No. 76/2023, adopted on April 28, 2023, amends Annex I (Veterinary and phytosanitary matters) to the Agreement on the European Economic Area (EEA). The decision incorporates Commission Implementing Regulation (EU) 2022/2304 of November 24, 2022, which designates the European Union reference laboratory for Rift Valley fever, into the EEA Agreement. Specifically, the decision inserts point "52. 32022 R 2304" after point "51 (Commission Delegated Regulation (EU) 2021/2156)" in Part 3.2 of Chapter I of Annex I to the EEA Agreement. This addition references Commission Implementing Regulation (EU) 2022/2304, published in the Official Journal L 305, 25.11.2022, p. 51. This act does not apply to Iceland, concerning legislation regarding live animals other than fish and aquaculture animals, as specified in paragraph 2 of the Introductory Part of Chapter I of Annex I to the EEA Agreement. It also does not apply to Liechtenstein, regarding veterinary matters, as long as the Agreement between the European Community and the Swiss Confederation on trade in agricultural products is extended to Liechtenstein. The Decision enters into force on April 29, 2023, contingent upon the completion of all notifications required under Article 103(1) of the EEA Agreement. The Norwegian language text of Implementing Regulation (EU) 2022/2304 will be published in the EEA Supplement to the Official Journal of the European Union and will be considered authentic. The Decision will be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European Union.
