Official Journal EN of the European Union L series 2023/2112 5.10.2023 POLITICAL AND SECURITY COMMITTEE DECISION (CFSP) 2023/2112 of 3 October 2023 on the appointment of the EU Mission Force Commander of the European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA) and repealing Decision (CFSP) 2022/1919 (EUTM RCA/1/2023) THE POLITICAL AND SECURITY COMMITTEE, Having regard to the Treaty on European Union, and in particular Article 38 thereof, Having regard to Council Decision (CFSP) 2016/610 of 19 April 2016 on a European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA)(1), and in particular Article 5(1) thereof, Whereas: (1) Pursuant to Article 5(1) of Council Decision (CFSP) 2016/610, the Council authorised the Political and Security Committee (PSC) to take the relevant decisions concerning the political control and strategic direction of the European Union CSDP Military Mission in the Central African Republic (EUTM RCA), including the decisions on the appointment of subsequent EU Mission Force Commanders of EUTM RCA. (2) On 6 October 2022, the PSC adopted Decision (CFSP) 2022/1919(2) appointing Brigadier General Lino Loureiro GONÇALVES as the EU Mission Force Commander of EUTM RCA. (3) On 3 August 2023, by means of Decision (CFSP) 2023/1600(3), the Council extended the mandate of EUTM RCA until 19 September 2024. (4) On 9 August 2023, the Romanian military authorities proposed the appointment of Brigadier General Cornel TONEA-BĂLAN to succeed Brigadier General Lino Loureiro GONÇALVES as EU Mission Force Commander of EUTM RCA. (5) On 23 August 2023, the EU Mission Commander supported the proposal made by the Romanian military authorities. (6) On 25 August 2023, the EU Military Committee agreed to recommend that the PSC approves the proposal made by the Romanian military authorities. (7) A decision on the appointment of Brigadier General Cornel TONEA-BĂLAN as EU Mission Force Commander of EUTM RCA from 7 October 2023should be taken.
