on the appointment of the Combined Arms Training Commander for the European Union Military
Assistance Mission in support of Ukraine (EUMAM Ukraine) and repealing Decision
(CFSP) 2022/2096 (EUMAM Ukraine/2/2023)
THE POLITICAL AND SECURITY COMMITTEE,
Having regard to the Treaty on European Union, and in particular Article 38 thereof,
Having regard to Council Decision (CFSP) 2022/1968 of 17 October 2022 on a European Union Military Assistance
Mission in support of Ukraine (EUMAM Ukraine)(1), and in particular Article 5(1) thereof,
Whereas:
(1) On 17 October 2022, the Council adopted Decision (CFSP) 2022/1968 on a European Union Military Assistance
Mission in support of Ukraine (EUMAM Ukraine).
(2) Article 2(2) of Decision (CFSP) 2022/1968 provides that a multinational Combined Arms Training Command
(CAT-C) is to be established at the operational level.
(3) Pursuant to Article 5(1) of Decision (CFSP) 2022/1968, the Council authorised the Political and Security Committee
(PSC) to take the relevant decisions, in accordance with Article 38 of the Treaty on European Union,on the
appointment of the EU Commanders for EUMAM Ukraine, including the Combined Arms Training Commander.
(4) On 27 October 2022, the PSC adopted Decision (CFSP) 2022/2096(2)appointing Major General Piotr TRYTEK as
the Combined Arms Training Commander from 27 October 2022.
(5) On 28 September 2023, the Polish Authorities proposed that Brigadier General Piotr FAJKOWSKI succeed Major
General Piotr TRYTEK as the Combined Arms Training Commander.
(6) On 29 September 2023, the EU Mission Commander supported this proposal.
(7) On 3 October 2023, the EU Military Committee agreed to recommend that Brigadier General Piotr FAJKOWSKI be
appointed as the Combined Arms Training Commander as of 29 September 2023.
(8) A decision should be taken on the appointment of Brigadier General Piotr FAJKOWSKI as the Combined Arms
Training Commander for EUMAM Ukraine as of 29 September 2023 and Decision (CFSP) 2022/2096 should be
repealed,
HAS ADOPTED THIS DECISION:
Article 1
Brigadier General Piotr FAJKOWSKI is hereby appointed as the Combined Arms Training Commander for the European
Union Military Assistance Mission in support of Ukraine (EUMAM Ukraine) as from 29 September 2023.
Article 2
Decision (CFSP) 2022/2096 is hereby repealed.
