Official Journal EN of the European Union L series 2024/3197 16.12.2024 POLITICAL AND SECURITY COMMITTEE DECISION (CFSP) 2024/3197 of 10 December 2024 extending the mandate of the Head of Mission of the European Union Capacity Building Mission in Somalia (EUCAP Somalia) (EUCAP Somalia/2/2024) THE POLITICAL AND SECURITY COMMITTEE, Having regard to the Treaty on European Union, and in particular Article 38, third paragraph, thereof, Having regard to Council Decision 2012/389/CFSP of 16 July 2012 on the European Union Capacity Building Mission in Somalia (EUCAP Somalia) (1), and in particular Article 9(1) thereof, Whereas: (1) Pursuant to Article 9(1) of Decision 2012/389/CFSP, the Political and Security Committee (PSC) is authorised, in accordance with Article 38, third paragraph, of the Treaty, to take the relevant decisions for the purpose of exercising political control and strategic direction of the European Union Capacity Building Mission in Somalia (EUCAP Somalia), including the decision to appoint a Head of Mission. (2) On 26 March 2024, the PSC adopted Decision (CFSP) 2024/1017 (2), appointing Mr Kęstutis LANČINSKAS as Head of Mission of EUCAP Somalia from 1 May 2024 to 31 December 2024. (3) On 5 December 2024, the Council adopted Decision (CFSP) 2024/3096 (3), extending the mandate of EUCAP Somalia from 1 January 2025 to 28 February 2027. (4) On 28 October 2024, the High Representative of the Union for Foreign Affairs and Security Policy proposed to extend the mandate of Mr Kęstutis LANČINSKAS as Head of Mission of EUCAP Somalia from 1 January 2025 to 31 December 2025, HAS ADOPTED THIS DECISION: Article 1 The mandate of Mr Kęstutis LANČINSKAS as Head of Mission of the European Union Capacity Building Mission in Somalia (EUCAP Somalia) is extended from 1 January 2025 to 31 December 2025.
