Political and Security Committee Decision (CFSP) 2026/2062 of 10 September 2026 on the appointment of the EU Mission Force Commander for the European Union Military Assistance Mission in Mozambique (EUMAM Mozambique), and repealing Decision (CFSP) 2025/1880 (EUMAM Mozambique/1/2026)

Official Journal EN of the European Union L series 2026/2062 11.9.2026 POLITICAL AND SECURITY COMMITTEE DECISION (CFSP) 2026/2062 of 10 September 2026 on the appointment of the EU Mission Force Commander for the European Union Military Assistance Mission in Mozambique (EUMAM Mozambique), and repealing Decision (CFSP) 2025/1880 (EUMAM Mozambique/1/2026) THE POLITICAL AND SECURITY COMMITTEE, Having regard to the Treaty on European Union, and in particular Article 38 thereof, Having regard to Council Decision (CFSP) 2021/1143 of 12 July 2021 on a European Union Military Assistance Mission in Mozambique (EUMAM Mozambique)(1), and in particular Article 5(1) thereof,

Whereas:

(1) Pursuant to Article 5(1) of Decision (CFSP) 2021/1143, the Political and Security Committee (PSC) exercises the political control and strategic direction of the European Union Military Assistance Mission in Mozambique (EUMAM Mozambique), and is authorised to take the relevant decisions in accordance with Article 38 of the Treaty, including decisions on the appointment of subsequent EU Mission Force Commanders.

(2) On 4 September 2025, the PSC adopted Decision (CFSP) 2025/1880(2), appointing Commodore César Manuel PIRES CORREIA as EU Mission Force Commander for EUMAM Mozambique from 10 September 2025.

(3) On 16 July 2026, the Portuguese military authorities proposed the appointment of Colonel Sérgio LINO de ALMEIDA ESTRELA to succeed Commodore César Manuel PIRES CORREIA as EU Mission Force Commander for EUMAM Mozambique (the ‘proposed appointment’). The Portuguese military authorities indicated that Colonel Sérgio LINO de ALMEIDA ESTRELA would be promoted to Brigadier General before his appointment as EU Mission Force Commander.

(4) On 27 July 2026, the EU Mission Commander for EUMAM Mozambique supported the proposed appointment.

(5) On 29 July 2026, the EU Military Committee recommended that Colonel Sérgio LINO de ALMEIDA ESTRELA be appointed as EU Mission Force Commander for EUMAM Mozambique from 14 September 2026.

(6) A decision on the appointment of Colonel Sérgio LINO de ALMEIDA ESTRELA as EU Mission Force Commander for EUMAM Mozambique should be taken.

(7) Decision (CFSP) 2025/1880 should be repealed,

HAS ADOPTED THIS DECISION:

Article 1 Brigadier General Sérgio LINO de ALMEIDA ESTRELA is appointed as EU Mission Force Commander for the European Union Military Assistance Mission in Mozambique (EUMAM Mozambique) from 14 September 2026.

Article 2 Decision (CFSP) 2025/1880 is hereby repealed.

Article 3 This Decision shall enter into force on 14 September 2026.
