Political and Security Committee Decision (CFSP) 2026/2063 of 10 September 2026 on the appointment of the EU Mission Force Commander for the European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA), and repealing Decision (CFSP) 2025/2010 (EUTM RCA/1/2026)

Official Journal EN of the European Union L series 2026/2063 15.9.2026 POLITICAL AND SECURITY COMMITTEE DECISION (CFSP) 2026/2063 of 10 September 2026 on the appointment of the EU Mission Force Commander for the European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA), and repealing Decision (CFSP) 2025/2010 (EUTM RCA/1/2026) THE POLITICAL AND SECURITY COMMITTEE, Having regard to the Treaty on European Union, and in particular Article 38 thereof, Having regard to Council Decision (CFSP) 2016/610 of 19 April 2016 on a European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA)(1), and in particular Article 5(1) thereof,

Whereas:

(1) Pursuant to Article 5(1) of Decision (CFSP) 2016/610, the Political and Security Committee (PSC) exercises the political control and strategic direction of the European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA), and is authorised to take the relevant decisions in accordance with Article 38 of the Treaty, including decisions on the appointment of subsequent EU Mission Force Commanders.

(2) On 25 September 2025, the PSC adopted Decision (CFSP) 2025/2010(2) appointing Brigadier General Claudiu-Mădălin TAMAȘ as EU Mission Force Commander for EUTM RCA from 30 September 2025.

(3) On 23 July 2026, the Romanian military authorities proposed the appointment of Brigadier General Irinel APOSTOLESCU to succeed Brigadier General Claudiu-Mădălin TAMAȘ as EU Mission Force Commander for EUTM RCA (the ‘proposed appointment’).

(4) On 27 July 2026, the EU Mission Commander for EUTM RCA supported the proposed appointment.

(5) On 29 July 2026, the EU Military Committee recommended that Brigadier General Irinel APOSTOLESCU be appointed as EU Mission Force Commander for EUTM RCA from 16 September 2026.

(6) A decision on the appointment of Brigadier General Irinel APOSTOLESCU as EU Mission Force Commander for EUTM RCA should be taken.

(7) Decision (CFSP) 2025/2010 should be repealed,

HAS ADOPTED THIS DECISION:

Article 1 Brigadier General Irinel APOSTOLESCU is appointed as EU Mission Force Commander for the European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA) from 16 September 2026.

Article 2 Decision (CFSP) 2025/2010 is hereby repealed.

Article 3 This Decision shall enter into force on 16 September 2026.
