उ0प्र0 सहकारी कताई मिल्सी संघ लि0, कानपुर की बन्द कताई मिलों की परिसम्पत्तियों की सुरक्षा व्यवस्था, लेखे तैयार किये जाने एवं विधिक व्यय (होल्डिंग ऑन ऑपरेशन) तथा स्केलटन स्टाफ के वेतन आदि के भुगतान हेतु वित्तीय वर्ष 2021-22 में व्यय हेतु प्राविधानित धनराशि (ऋण) का आबंटन/वित्तीय स्वीकृति।
This document, reference number 8/2021/आई/67135/2021-77-1002(001)/1/2021 and dated May 27, 2021, from Rajni Kant Pandey, Additional Secretary of the Uttar Pradesh Government, to the Commissioner and Director of Handloom and Textiles, Uttar Pradesh, Kanpur, concerns the allocation and financial approval of funds (loan) for the expenses of securing the closed spinning mills of Uttar Pradesh Cooperative Spinning Mills Association Ltd., Kanpur, including accounting and legal expenses (holding on operation), and skeleton staff salaries for the financial year 2021-22.
The Governor of Uttar Pradesh has approved a loan of ₹1,47,04,000.00 (Rupees one crore forty-seven lakh four thousand only) as the first installment out of the total budget provision of ₹5,88,19,000.00 (Rupees five crore eighty-eight lakh nineteen thousand only), under the following conditions:
1. The allocated amount for holding on operation for the year 2021-22 shall be withdrawn in four equal installments by the Commissioner and Director, Handloom and Textiles, U.P., Kanpur and made available to U.P. Cooperative Spinning Mills Association Ltd., Kanpur. The April-June installment can be withdrawn immediately, while the remaining three installments should be withdrawn in July 2021, October 2021, and January 2022, respectively.
2. An interest rate of 15% (11.50+3.50) per annum will be charged provisionally. However, a discount of 3.50% will be given for regular repayment of principal and interest, resulting in an effective interest rate of 11.50% (provisional). The loan will be repaid in 5 (five) equal annual installments along with interest. The first installment of loan repayment will be due on the first anniversary of the date of receipt, and subsequent annual installments will be due on the same date.
3. If repayment/payment is defaulted, interest will be charged at the full rate of 15% (fifteen) percent.
4. The bill for drawing the funds should be prepared by the Commissioner and Director, Handloom and Textiles, U.P., Kanpur, and presented to the Kanpur Nagar Treasury for clearance.
5. Compliance with the guidelines issued in Office Memorandum No. 3/2021/B-1-375/दस-2021-231/2021, dated 22-03-2021, of the Finance (Income-Expenditure) Section-1, U.P. Government, should be ensured before incurring the approved amount.
6. The company must ensure that 75% of the previously released installment has been spent before drawing the next installment from the treasury.
7. The company must submit a utilization certificate for the received amount, item-wise, to the Government and the Accountant General, U.P., Allahabad, after proper utilization.
8. The approved amount must be withdrawn from the treasury by 31.03.2022, and information about the vouchers and dates on which the amount was withdrawn should be immediately sent to the Government and the Accountant General, U.P., Allahabad.
9. The accounts of the loan will be kept by the accounts cell of the Commissioner and Director, Handloom and Textiles, U.P., Kanpur, who will also monitor the timely repayment with interest.
10. The borrowing entity should reconcile its accounts with the Accountant General's office every year on the anniversary of the drawdown.
11. The amount should be drawn as per immediate requirement.
12. The approved amount should be used for the purpose for which it has been approved.
The UP Cooperative Spinning Mills Association Ltd., Kanpur, must send information about the loan drawdown to the Deputy Accountant General, Treasury, Office of the Accountant General (First), U.P., Allahabad along with a copy of the government order, the name of the treasury, voucher number, date, and accounting code, with the following details:
(a) Name of the treasury.
(b) Challan number and date.
(c) Amount deposited, installment and interest.
(d) Accounting code under which the deposit was made.
(e) Reference to the government order and SLR.
(f) Reference to previous deposits.
This expenditure should be debited to the relevant head of account in the current financial year 2021-22 under the Grant No. 7 in the budget.
Copies of the order are sent to several officials and departments, including the Accountant General (First), U.P., Allahabad; Managing Director, U.P. Cooperative Spinning Mills Association Ltd., Kanpur; Treasury Officer, Kanpur Nagar; and others. The Director, Financial Statistics Directorate, Jawahar Bhawan, Lucknow is requested to upload the approved amount on the Central Server.

तथा स्केलटन स्टाफ के वेतन आदि के भुगतान हेतु वित्तीय वर्ष 202(-22 के बजट व्यवस्था रू0-

महोदय, सहर्ष स्वीकृति निम्नलिखित शर्तों/प्रतिबन्धों पर प्रदान करते हैं :-
उ0प्र0 सहकारी कताई Aca संघ लि0, कानपुर के होल्डिंग ऑन ऑपरेशन के लिए वर्ष 202-
22 में व्यवस्थित धनराशि आयुक्त एवं निदेशक, हथकरघा एवं वस्त्रोद्योग, उ0प्र0, कानपुर
दवारा चार समान किश्तों में आहरित कर उ0प्र0 सहकारी कताई fAca संघ लि0, कानपुर को
उपलब्ध कराई जायेगी। बजट व्यवस्था GO 5,88,9,000.00 (रू0 पांच करोड़ अटठासी लाख
Soot हजार मात्र) की चार त्रैमासिक किश्तें बनेंगी, जिनमें से अप्रैल-जून का आहरण तत्काल
तथा शेष तीन किश्तों का आहरण क्रमशः माह जुलाई 202, अक्टूबर 202 एवं जनवरी 2022
के पूर्व नहीं किया जायेगा।
2 उक्त ऋण पर अनन्तिम रूप से ब्याज दर (5 प्रतिशत ((7.50+3.50) प्रतिवर्ष लिया जाएगा,
किन्तु नियमित प्रतिदान एवं ब्याज का भुगतान करने पर ब्याज की दर A 3.50 प्रतिशत की
छूट दी जाएगी, अर्थात इस दशा में ब्याज की प्रभावी दर 7.50 प्रतिशत (अनन्तिम) होगी।
बशर्ते कोई वितथ न हो। उपरोक्त ऋण का प्रतिदान 5 (पांच) समान वार्षिक किश्तों में ब्याज
सहित किया जायेगा। ऋण प्रतिदान की प्रथम किश्त प्राप्त करने की तिथि की पहली वर्षगांठ पर
देय होगी और अगली वार्षिक किश्तें भी उसी तिथि को देय होगी। ऋण/ब्याज के समय से

द्वारा बिल बनाया जायेगा तथा पारण हेतु कानपुर नगर कोषागार में प्रस्तुत किया जायेगा।
स्वीकृत की जा रही धनराशि व्यय किये जाने के पूर्व वित्त (आय-.व्ययक) अनुभाग-।, उ0प्र0
शासन के कार्यालय-ज्ञाप संख्या- 3/202/बी-4-375/दस-202-23/202, दिनांक 22-03-202
में जारी निर्देशों का पूर्णतया अनुपालन सुनिश्चित किया जायेगा और स्वीकृत धनराशि की सीमा
तक ही. सीमित var जायेगा। वित्त विभाग gant निर्धारित शर्तों का. अनुपालन वित्त
नियंत्रक/वरिष्ठ लेखाधिकारी/लेखाधिकारी (जैसी भी स्थित हो) सुनिश्चित करेंगें। यदि निर्धारित
शर्तों का किसी प्रकार विचलन हो तो संबंधित अधिकारी का दायित्व होगा कि उनके cant
मामले की सूचना पूर्ण विवरण सहित तुरन्त वित्त विभाग को दे दी जाए।
कंपनी द्वारा यह सुनिश्चित किया जाए कि पूर्व निर्गत किश्त की 75 प्रतिशत धनराशि व्यय कर
लिया जाए, तभी अगली किश्त का आहरण राजकोष से किया जाएगा।
कंपनी CART प्राप्त धनराशि का सदुपयोग करने के उपरान्त प्रत्येय निर्गत किश्त का मदवार
उपयोगिता प्रमाण पत्र शासन एवं महालेखाकार, उ0प्र0, इलाहाबाद को प्रस्तुत करना होगा।
स्वीकृत धनराशि को दिनांक 34.03.2022 तक कोषागार से आहरित कर लिया जाए, जिन
बाउचर्स व दिनांक पर धनराशि निकाली जाए उसकी सूचना तुरन्त शासन तथा महालेखाकार,
उ0प्र0, इलाहाबाद को भेजी जाए।
उक्त ऋण का लेखा आयुक्त एवं निदेशक, हथकरघा एवं वस्त्रोद्योग, उ0प्र0, कानपुर के लेखा
कोष्ठक दूवारा रखा जायेगा और वे उसके ब्याज सहित समय से प्रतिदान की मानीटरिंग भी
करेंगें।

उपमहालेखाकार, राजकोष, कार्यालय महालेखाकार (प्रथम), उ0प्र0, इलाहाबाद को शासनादेश की
प्रति के साथ कोषागार का नाम, बाउचर संख्या, तिथि व लेखाशीर्षक सूचित करते हुए निम्न
विवरण के साथ भेजें :-
