2 इस संबंध मैं मुझे यह कहने का. निदेश हुआ है कि. शासनादेश AeA
4/2024/568/77-6-24-6099/38/2023 पार्ट-2, दिनांक 3.03.2024 दूवारा यूपीसीडा के
प्रस्ताव के अनुक्रम में पी0एएम0 गतिशक्ति योजना के अंतर्गत संचालित होने वाली योजनाओं
के लिए रिवाल्विंग wos से वित्तीय वर्ष 2023-24 में i9 सिविल कार्य हेतु लागत
रू.4364.9 लाख एवं 07 विद्युत कार्य हेतु लागत रू. (395.44 लाख अर्थात कुल रू.
5760.34 लाख की प्रशासकीय एवं वित्तीय स्वीकृति निर्गत करते हुए लागत के सापेक्ष
सम्पूर्ण धनराशि रू.5760.34 लाख आपके निवर्तन पर रखी गई थी।
3- ... विगत वित्तीय वर्ष 2023-24 में रू. 5760.34 लाख की धनराशि राजकोष से आहरित
कर बैंक खाते में संरक्षित कर ली गई है और 07 विद्युत कार्यों की निविदा स्वीकृत करते
हुए कार्य आरम्भ कर दिया गया है। लागत रूपया 5.00 करोड से कम के कुल 9 सिविल
कार्यों का आगणन लोक निर्माण विभाग से पुनः परीक्षित कराये जाने के उपरान्त लागत मैं
eu परिवर्तन के आधार पर निम्नलिखित तालिका के अनुसार seq (9 कार्यों की संशोधित
लागत रू. 4070.38 लाख की श्री राज्यपाल अधोलिखित शर्तों एवं प्रतिबन्धों के अधीन सहर्ष

नियम व शर्ते/प्रतिबन्ध
. उपरोक्त कार्यों पर शासनादेश दिनांक 3.03.2024 दूवारा अवमुक्त धनराशि रू.
4364.90 लाख को उक्त कार्यों को पुनरीक्षित लागत रू. 4070.38 लाख को
सीमा तक ही व्यय किया जाना सुनिश्चित किया जायेगा।
यूपीसीडा द्वारा संशोधित/पुनरीक्षित लागत के अनुसार पूर्व A अवमुक्त धनराशि
के सापेक्ष बचत की धनराशि नियमानुसार राजकोष में जमा कराया जाना
सुनिश्चित किया जाएगा।
उक्त कार्य प्रारम्भ किये जाने से पूर्व वित्तीय हस्तपुस्तिका, खण्ड 6 के अध्याय-
I2 के प्रस्तर-38 में वर्णित व्यवस्था के अनुसार प्रायोजना पर सक्षम स्तर से
तकनीकी स्वीकृति अवश्य प्राप्त कर ol जाए तथा तकनीकी स्वीकृति प्राप्त करने
के उपरांत ही अग्रेतर कार्यवाही की जाय।
कार्य की विशिष्टियां, मानक व गुणवत्ता सुनिश्चित करने की जिम्मेदारी यूपीसीडा
की होगी।
प्रायोजना का निर्माण कार्य ससमय पूर्ण कराया जाना सुनिश्चित किया जाय।
स्वीकृत धनराशि का व्यय वित्तीय हस्तपुस्तिका के सुसंगत प्राविधानों, समय-
समय पर शासन SANT निर्गत शासनादेशों के अनुरूप किया जायेगा।
प्रश्नगत स्वीकृति जिस कार्य/मद के लिये है, प्रत्येक दशा में उसी कार्य/मद पर ही
व्यय सुनिश्चित किया जाय।
उक्त कार्यों हेतु नियमानुसार समस्त आवश्यक वैधानिक अनापत्तिया एवं
पर्यावरणीय क्लियरेंस सक्षम स्तर से प्राप्त करने का उत्तरदायित्व यूपीसीडा का
होगा।
उक्त कार्यों की दूविरावृत्ति (डप्लीकेसी) को रोकने की इष्टि से प्रायोजना
क्रियान्वयन से पूर्व सुनिश्चित किया जायेगा कि यह कार्य पूर्व में किसी अन्य
योजना/कार्यक्रम के अन्तर्गत न तो स्वीकृत है और न वर्तमान मैं किसी अन्य
योजना/कार्यक्रम में आच्छादित किया जाना प्रस्तावित है।

को उपलब्ध करा दिया जाय।
4- इस संबंध में होने वाला व्यय रू. 4070.38 लाख (रू. चालीस करोड़ सत्तर लाख
अड़तीस हजार मात्र) को चालू वित्तीय वर्ष 2023-2024 के आय-व्ययक मे अनुदान संख्या
007 लेखा शीर्षक 6875608000300 SOTHO गतिशक्ति योजना के अंतर्गत संचालित होने
वाली योजनाओं के लिए रिवाल्विंग wus मानक मद 30 निवेश/ऋण के नामे डाला जायेगा।
