उ0प्र0 में डिफेन्स इण्डस्ट्रीयल कॉरिडोर परियोजना के अन्तर्गत सेन्टर ऑफ एक्सलेन्स के संचालन हेतु भारतीय प्रौद्योगिकी संस्थान, कानपुर एवं भारतीय प्रौद्योगिकी संस्थान, काशी हिन्दू विश्वविद्यालय, वाराणसी को वित्तीय स्वीकृति निर्गत किये जाने के संबंध में।
On May 6, 2022, Anil Kumar, Joint Secretary of the UP Government, sent a letter with reference number 18/2022/77-3099/59/2022/001-549-77-3-2022 to the Chief Executive Officer of UPIDA in Lucknow. The letter approves financial allocations for the operation of Centers of Excellence at the Indian Institute of Technology (IIT) Kanpur and Banaras Hindu University (BHU) Varanasi, under the Uttar Pradesh Defence Industrial Corridor Project.
The approval grants a total of ₹2000.00 Lakh (₹1000.00 Lakh to IIT Kanpur and ₹1000.00 Lakh to BHU Varanasi) from the allocated budget of ₹40000.00 Lakh under the budget head "5054-Construction of Roads and Bridges - 03-State Highways-337-Road Construction Work-08-Bundelkhand Expressway along with Defence Corridor Project-24-Large Construction Work" in fiscal year 2022-23. The expenditure will be accounted for under budget code 5054033370800.
Disbursement and utilization of funds are subject to immediate need and according to the sanctioned action plan for both IITs, respectively. UPIDA is responsible for obtaining utilization certificates from both IITs and submitting them to the government promptly. Project activities must comply with financial rules and government orders. Sanctioned funds can only be used for the specified purpose.
This order, generated by computer (reference number E-6-3-X-2022-23 dated May 5, 2022), has been issued with the consent of the Finance Department.

संदर्भ ग्रहण करें।
2. इस संबंध मैं मुझे यह कहने का निदेश हुआ है कि वित्तीय वर्ष 2022-23 मैं
लेखानुदान के अन्तर्गत अनुदान संख्या-7 के लेखाशीर्षक "5054-सड़कों तथा सेतुओं पर
पूंजीगत परिव्यय-03-राज्य राजमार्ग-337-सड़क निर्माण कार्य-08-बुन्देलखण्ड VM के
साथ डिफेन्स कॉरिडोर परियोजना-24-वृहद निर्माण कार्य” के. अन्तर्गत धनराशि
रू0 40000.00 लाख का बजट प्राविधान किया गया है। डठिफेन्स इण्डस्ट्रियल कॉरिडोर
परियोजना के अन्तर्गत स्थापित सेन्टर ऑफ एक्सलेन्स के संचालन हेतु शासन द्वारा स्वीकृति
कार्ययोजना के अनुसार भारतीय प्रौद्योगिकी संस्थान, कानपुर एवं भारतीय प्रौद्योगिकी संस्थान,
काशी हिन्दू विश्वविद्यालय, वाराणसी को वित्तीय वर्ष 2022-23 के लेखानुदान में प्राविधानित
धनराशि मैं से क्रमश: BO 000.00 लाख एवं BO 000.00 लाख अर्थात रू0 2000.00
लाख (रुपये बीस करोड मात्र) निम्नलिखित शर्तों के अधीन व्यय किये जाने की श्री राज्यपाल

सेन्टर आफ एक्सीलेन्स के संचालन हेतु शासन द्वारा संस्तुत कार्ययोजना के अनुसार ही
दोनों आईआईटी संस्थानों द्वारा व्यय सुनिश्चित किया जायेगा।
3. यूपीडा का यह भी दायित्व है कि आहरित धनराशि के सापेक्ष उक्त दोनों प्रौद्योगिकी
संस्थानों से उपयोगिता प्रमाण पत्र WA कर यथासमय शासन को उपलब्ध कराया
जायेगा।
4. प्रायोजना की आवश्यकताओं एवं औचित्य के आधार पर प्रस्तावित कार्यों का
क्रियान्वयन Yad वित्तीय नियमों /विनियमों /शासनादेशों का अनुपालन सुनिश्चित करते
हुए किया जाए।
5. धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा तथा
स्वीकृत धनराशि के व्यय मैं वित्त आय व्ययक अनुभाग-। के कार्यालय AT संख्या
सं0. 5/202I/a-I-829/Ea-202-23/2022 दिनांक 30.2.2027 तथा शासनादेश
दिनांक 29.03.2022 द्वारा जारी दिशा निर्देशों का पूर्णतया अनुपालन सुनिश्चित किया

6. उक्त स्वीकृत धनराशि का उपयोग उसी प्रयोजन के लिए किया जाएगा जिसके लिए
धनराशि स्वीकृत की जा रही है।
