Record of discussions of the meeting held on 26!% March, 2026 under the Chairmanship of Principal Secretary (Infrastructure and Industrial Development), GoUP regarding the pending issues relating to DMIC Project, ‘The list of participants is enclosed at “Annexure-A\ Following issues were discussed and deliberated: * |. Site finalization for Dadri Noida Ghaziabad Investment Region (DNGIR}: It was highlighted by DMICDC that the site for Dadri Noida Ghaziabad Investment Region (ONGIR) has still not been finalized after considering the issue of Rivaz Township. The officials from GNIDA informed that Hapar Pilakhua Development Authority (HPDA) has already given consent to the list of villages falling under their development authority. Further, it was informed that consent is awaited for 67 villages falling under Bulandshahar Khurja Development Authority (BKDA), 5 villages under the jurisdiction of Greater Noida Industrial Development Authority (GNIDA) and I2 villages under Uttar Pradesh State Industrial Development Corporation Limited (UPSIDC), After detailed deliberations, it was decided that: ‘+ CEO GNIDA shall ensure that the matter related to finalization of the site boundary for Dadri Noida Ghaziabad Investment Region (DNGIR) should be completed by उन March, 206. ‘+ CEO GNIDA shall also conclude signing of MoU for Riwaz Township ‘with the concerned developers by ist March, 206, [Action: GNIDA] 2. Amendment in the UP Industrial Development Act, 976: twas informed that the Bill has been passed by both the Houses of State Legislature and the file has been submitted to Hon'ble Governor for his final assent and the same is expected shortly. {Action: GoUP| 3. Approval on the reports of Multi Modal _Logisties Hub (MMLH), Multi ‘Modal Transport Hub (MMTH) and Skill Development: It was informed by DMICDC that the final approval on the reports submitted for Multi Modal Logistics Hub (MMLH) and Multi Modal Transport Hub (MMTH) is still awaited. CEO DMICDC was requested to call for a tripartite meeting, shortly with the officials from GNIDA and project consultants and. resolve all the issues so that the final approval should be communicated to DMICDC by 50 April, 206:The representative from DMICDC informed that a meeting was convened under the chairmanship of CEO&MD, DMICDC on 89 March, 206 regarding Skill Development project with representatives from all the State Govt(s) wherein it was highlighted that DMICDC would not be able to provide any funding support for setting up of the Skill Development Centers (DCs), The officials from GNIDA informed that the comments on the final DPR for Skill Developnignt Project have been shared with DMICDC for necessary action at their end. And it was also inclicated by GNIDA that like other states, GoUP will not be in a position to fund it, Hence, Gol should reconsider funding the same. [Action: GNIDAYDMICDC} 4. Expediting acquisition of land for Multi Modal Logistics Hub (MMLH) and. “Malti Modal Transport Hub (MMTH): DMICDC represintative has informed that the project developmental activities for Multi Modal Logistics Hub (MMLH) and Multi Modal Transport Hub (MMTH) can only be initiated once majority of the land parcels are in the possession of GNIDA. It was informed by the officials of GNIDA that out of fotal land area required for MMLH and MMTH of 654 Ha, land admeasuring 223 Ha has already been acquited and majority of the remaining land parcel, ‘will bein the possession of GNIDA by April, आह, [Action: GNIDA] 5. Way forward for MRTS Project between Delhi Airport to Dadri Noida went Region (DNGIR It was agreed that a joint meeting of all the stakeholders should be called immediately by GNIDA to diseuss the way forward of the project. [Action: GNIDA} 6. Approval of the Greater Noida Master Plan 2024 for seeking environmental clearance and Approval on Global FSI of 2.5 for development of Integrated Industrial Township Project in Greater Noida: ॥ was informed by the officials of GNIDA that NCRPB has sought clarifications on the revised Greater Noida Master Plan 2024 and the same are being replied. DMICDC representative informed that the revised wironment Management Plan (EMP) has already been submitted by the project consultants ie, M/s TCE to GNIDA for onward submission to Environment Dept. for necessary action at their end, CEO GNIDA was requested to get it sent the same through proper channel to EnvironmentDept by उन March, माह. It was agreed that the matter should be closed by उन March, 206, It was further informed by the officials of GNIDA that GNIDA shall consider and firm up its view on the issue of Global FSI of 2.5 and then send the same to GoUP for approval, GNIDA was requested to expedite the same preferably by T5th April, 20I6. [Action: GoUP/GNIDA| '.. Confirmation on allocation of adequate Power and Water for Integrated Industrial Township Project in Greater Noida: With regard to:the availability of water, officials from GNIDA informed that there is adequate availability of water for the Project. He further informed that a water pipeline from the Upper Ganga Canal is being laid down for Greater Noida which can also serve as a source of water for the Project. With regard to the availability of Power, it was informed that the matter is being followed regarding setting up of two sub-stations which will act as a source of power for the Project. It was highlighted that the matter should be resolved at the earliest. [Action: GNIDA} Single Window Clearance in DMIC: It was highlighted that a meeting should be convened by CEO, GNIDA with all the stakeholders to take this initiative forward.
