**Subject:** Financial Sanction of Rs. 7,07,00,000.00 for Implementation of Industrial Investment Promotion Scheme-2003.
Sujata Sharma, Special Secretary, Government of Uttar Pradesh, has issued a letter dated January 25, 2021, to the Joint Commissioner of Industries, Lucknow Mandal, Lucknow, regarding the financial sanction for the Industrial Investment Promotion Scheme-2003. A total of Rs. 7,07,00,000.00 (Rupees Seven Crore Seven Lakh Only) is sanctioned from the budget provision for the financial year 2020-21 for disbursement of interest-free loans to eligible units under the scheme for the years 2015-16 and 2016-17. Specifically, the sanctioned amount is for M/s JP Chunar Cement Products, Chunar Mirzapur.

**Terms and Conditions:**
1. The sanctioned amount should be directly transferred to the bank account of the concerned unit. The utilization certificate, signed by the Managing Director of PICUP and countersigned by the Commissioner and Director of Industries, Kanpur, should be submitted to the Industrial Development Department Section-6/Finance (Income-Expenditure) Section-4 of the Government.
2. PICUP must verify the eligibility status of the beneficiary units before disbursing the loan and ensure compliance with all procedures/legal formalities.
3. The funds should be drawn from the treasury only when there is an actual requirement.
4. Under no circumstances should the funds be withdrawn in advance and kept in any other account/bank account.
5. The sanctioned amount should be sent directly to the account of the eligible unit through RTGS/NEFT.
6. PICUP will maintain the accounts of the sanctioned amount.
7. The funds should be provided to the eligible units that fully comply with the conditions mentioned in the Industrial Investment Promotion Rules, 2003 (as amended).
8. PICUP will be fully responsible for the recovery of loans disbursed to the eligible units. In case of any laxity in recovery, responsibility will be fixed, and further action will be taken by the Government.
9. If these units default in connection with the loan repayment, the payment of the amount to be given beyond the date of default will be stopped.
10. PICUP will be fully responsible for the recovery of loans distributed to eligible units. Effective arrangements will be made by PICUP according to the provisions given in the Industrial Investment Promotion Rules-2003 (as amended) for the return of the loan approved to the units, and all formalities will be completed for the safety of the amount.
11. The interest to be recovered from the unit delaying in repayment of the loan (1.25 percent per month simple interest) will be deposited in the exchequer.
12. If PICUP defaults in the payment of any installment, PICUP will have to pay interest to the government at the rate of 1.25 percent per month simple interest for the period of delay.
13. The sanctioned amount will be withdrawn as per one month's requirement. The assessment of the requirement will be done by the Joint Commissioner, Industries, Lucknow Mandal. Monitoring of loan distribution by PICUP in relation to the loan provided to PICUP will also be done by the Joint Commissioner, Industries, Lucknow Mandal, and the next installment will be withdrawn only after being satisfied about the proper use of the amount.
14. Before incurring the sanctioned amount, the guidelines issued by the Office Memorandum No. 1/2020/B-1-149/Das-2020-231/2020 dated 24-03-2020 of the Finance Department shall be fully complied with.
15. The expenditure incurred in this regard will be debited in the income and expenditure of the financial year 2020-21 under the head 6885-Industries and Minerals under Grant No. 7 of the Industries Department, Other loans for -01-Industrial Financial Institutions -190-Loans to the public sector and other undertakings -06-Industrial Investment Promotion Scheme -2003-30-Investment/Loan.
This order is issued with the concurrence of the Finance Department vide their A.O. No. E-6-40/Das-2021 dated 18.01.2021.

2. इस संदर्भ में मुझे यह कहने का निदेश हुआ है कि औद्योगिक निवेश प्रोत्साहन योजना-2003
के क्रियान्वयन हेतु वित्तीय वर्ष 2020-2 के आय-व्ययक में प्राविधानित धनराशि &0720.00 करोड़
(रू0 एक सौ बीस करोड़ मात्र) के सापेक्ष कुल धनराशि रू.7,07,00,000.00(रूपये सात करोड़ सात
लाख मात्र) की वित्तीय स्वीकृति निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन निर्गत किए जाने की श्री
राज्यपाल महोदय सहर्ष स्वीकृति प्रदान करते हैं
I- यह धनराशि जिस इकाई को भुगतान किया जाना है उसके बैंक खाते में सीधे आहरित कर जमा
की जाएगी। जिसका उपयोगिता प्रमाणपत्र प्रबंध निदेशक, पिकप द्वारा हस्ताक्षरित कर आयुक्त
Ud निदेशक उद्योग, कानपुर के माध्यम से शासन के औद्योगिक विकास विभाग अनुभाग-6/वित्त
(आय-व्ययक) अनुभाग-4 को उपलब्ध कराया जाएगा।
2- पिकप द्वारा ऋण वितरित किए जाने के पूर्व पात्र इकाइयों के संबंध में अपने स्तर से पात्रता के
सम्बन्ध में स्थिति स्पष्ट कर लेंगे तथा यह सुनिश्चित कर लेंगे कि प्रस्तावित ब्याजमुक्त ऋण स्वीकृत
किये जाने सम्बन्धी समस्त प्रक्रियाओं/विधिक औपचारिकताओं का पालन कर लिया गया है।
3- इस धनराशि का आहरण वास्तविक आवश्यकता होने पर राजकोष से किया जायेगा।
4- किसी परिस्थिति में धनराशि को पूर्व से आहरित करके एकमुश्तअन्य किसी खाते में नहीं /बैंक खाते/
रखा जायेगा।
5. स्वीकृत धनराशि सीधे आर.टी.जी.एस./ एन.एफ.टी. के माध्यम से पात्र इकाई के खाते में भेजी
जायेगी।
6- स्वीकृत धनराशि का लेखा जोखा पिकप द्वारा रखा जाएगा।

2- इस शासनादेश की प्रमाणिकता वेब साइट http://shasanadesh.up.gov.in & सत्यापित की जा सकती है |यह धनराशि उन पात्र इकाइयों को उपलब्ध करायी जाएगी जो औद्योगिक निवेश प्रोत्साहन
नियमावली 2003(यथा संशोधित) में उल्लिखित शर्तों का पूर्णतया अनुपालन सुनिश्चित करती हों।
पात्र इकाइयों को वितरित ऋण की वसूली का पूर्ण उत्तरदायित्व पिकप पर होगा। वसूली में
शिथिलता बरते जाने पर उत्तरदायित्व निर्धारित कर अग्रेतर कार्यवाही शासन द्वारा की जायेगी।
यदि इन इकाईयों द्वारा ऋण वापसी के सम्बन्ध में डिफाल्ट किया जाता है तो डिफाल्ट की तिथि से
आगे दी जाने वाली धनराशि का भुगतान बन्द कर दिया जायेगा।
पात्र इकाइयों को वितरित ऋण की वसूली का पूर्ण उत्तरदायित्व पिकप पर होगा। पिकप द्वारा

इकाइयों को स्वीकृत किये गये ऋण की वापसी हेतु औद्योगिक निवेश प्रोत्साहन नियमावली-2003
(यथा संशोधित) में दिए गए प्राविधानों के अनुसार प्रभावी व्यवस्था की जाएगी तथा धनराशि की
सुरक्षा हेतु समस्त औपचारिकताएं पूर्ण की जाएंगी।
ऋण की वापसी में विलम्ब करने वाली इकाई से वसूला जाने वाला ब्याज (7.25 प्रतिशत प्रतिमाह
-
साधारण ब्याज) राजकोष में जमा कराया जाएगा।
यदि पिकप द्वारा किसी किश्त के भुगतान में डिफाल्ट किया जाता है तो fed द्वारा शासन को

.25 प्रतिशत प्रतिमाह साधारण ब्याज Ht दर से विलम्ब की अवधि मे ब्याज का भुगतान किया
जाना होगा।
स्वीकृत धनराशि का आहरण एक माह की आवश्यकतानुसार किया जाएगा। आवश्यकता का

आंकलन संयुक्त आयुक्त, उद्योग, लखनऊ मण्डल द्वारा किया जाएगा। पिकप को उपलब्ध कराए
गए BU के सापेक्ष पिकप द्वारा ऋण वितरण का अनुश्रवण भी संयुक्त आयुक्त, उद्योग, लखनऊ
मण्डल, लखनऊ द्वारा किया जाएगा तथा धनराशि के सदुपयोग के संबंध में संतुष्ट होने के

अनुपालन सुनिश्चित किया जाएगा।
उक्त के संबंध में होने वाला व्यय वित्तीय वर्ष 2020-2। के आय-व्ययक में उद्योग विभाग की
अनुदान संख्या-7 के लेखा शीर्षक 6885-उद्योग तथा खनिज के लिए अन्य कर्ज-0-औद्योगिक
वित्तीय संस्थाओं को कर्ज-90-सार्वजनिक क्षेत्र के तथा अन्य उपक्रमों को कर्ज-06-औद्योगिक
निवेश प्रोत्साहन योजना-2003-30-निवेश/कऋण के ATA डाला जाएगा।
