**Terms and Conditions:**
1. Funds will be deposited directly into the account of the unit.
2. Funds will not be pre-drawn and kept in any other bank account.
3. Expenditure shall be limited to the approved purpose.
4. Pickup shall maintain records.
5. Utilization certificate, signed by the Managing Director of Pickup, shall be submitted to the Industrial Development Section-6 / Finance (Income-Expenditure) Section-4 through the Commissioner and Director of Industries.
6. Sanctioned amount to be made available only to eligible units that fully comply with the terms and conditions mentioned in the Industrial Investment Promotion Rules-2012 (as amended).
7. This amount will be made available to such eligible new units whose reports have been received in Pickup or will be received in future, by completing all the necessary formalities and agreements in the order of priority of their received reports.
8. Full responsibility for recovery of the loan disbursed to eligible units will be on Pickup. An effective system will be implemented by Pickup as per the provisions given in the Industrial Investment Promotion Rules 2012 for repayment of the loan approved to the units and all the formalities will be completed to ensure the safety of the amount.
9. Pickup will be responsible for ensuring that the amount of interest-free loan admissible to the eligible units is in accordance with the provisions of the policy of the State Government. Pickup will ensure the correctness of the amount being sanctioned.
10. Pickup will also ensure that the amount of loan is deposited in the treasury by the concerned unit within 02-03 working days of repayment of the loan.
11. Interest levied from the unit delaying repayment of loan (1.25 percent per month simple interest) will be deposited in the treasury.
12. Amount shall be drawn from the treasury only on the basis of immediate requirement.
13. Amount to be drawn as per the requirement of one month. The assessment of the requirement will be done by the Joint Commissioner, Industries, Lucknow Division, Lucknow. Monitoring of loan distribution by Pickup against loan made available to Pickup will also be done by the Joint Commissioner, Industries, Lucknow Division, Lucknow and the next installment will be drawn only after being satisfied regarding the utilization of the amount.
14. Regular recovery of loans distributed by Pickup will be ensured. In case of any laxity in recovery, responsibility will be fixed and further action will be taken by the Administrative Department.
15. Before spending the sanctioned amount, the guidelines issued by the Office Memorandum dated March 22, 2021 of Finance (Income-Expenditure) Section-1 and other relevant Government Orders will be fully complied with.
16. Pickup will test the eligibility of the unit as per the provisions of Industrial Investment Promotion Rules-2012 and will be satisfied. It will also be satisfied on this point that effective arrangements have been made for repayment of the loan sanctioned to the said units under Industrial Investment Promotion Rules-2012 and all formalities have been completed to ensure the safety of the amount and after making available the report of this intention to the Joint Commissioner Industries, Lucknow Division, Lucknow by Pickup. Only the amount will be withdrawn by them.
17. Pickup will verify the eligibility of the unit and the accuracy of the data before releasing the amount and be satisfied.

क्रियान्वयन हेतु वित्तीय वर्ष 2024-22 के आय-व्ययक मैं अनुदान संख्या-7 के लेखा शीर्षक-6885-उद्योग तथा
खनिज के लिए अन्य कर्ज-04-औद्योगिक वित्तीय संस्थाओं को कर्ज-90-सार्वजनिक क्षेत्र तथा अन्य उपक्रमों
को कर्ज-07-औद्योगिक निवेश प्रोत्साहन योजना-202-30-निवेश/ऋण, A प्राविधािनित धनराशि रू.70.33
करोड़(रूपया सत्तर करोड़ तैतीस लाख मात्र) के सापेक्ष अवशेष धनराशि A से उक्त इकाईयों को ब्याज AFA
ऋण वितरण करने हेतु %.I,47,72,000.00(e0a एक करोड़ ग्यारह लाख बहत्तर हजार मात्र) की वित्तीय
स्वीकृति निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन निर्गत किये जाने की श्री राज्यपाल सहर्ष स्वीकृति प्रदान
करते है:-
. स्वीकृत धनराशि जिस इकाई को भुगतान किया जाना है उसके खाते में सीधे जमा की जाएगी।
2. किसी परिस्थिति मैं धनराशि को पूर्व से आहरित करके एकमुश्त बैंक खाते/अन्य किसी खाते में नहीं
रखा जाएगा।
3. स्वीकृत धनराशि का व्यय केवल उसी मद में किया जाएगा जिसके लिए स्वीकृत किया गया है।

इसका उपयोगिता प्रमाण-पत्र प्रबंध निदेशक, पिकप cant हस्ताक्षरित कर आयुक्त एवं निदेशक,उद्योग
के माध्यम से तत्काल शासन के औद्योगिक विकास अनुभाग-6/ वित्त(आय-व्ययक) अनुभाग-4 को
उपलब्ध कराया जाएगा।
स्वीकृति धनराशि उन पात्र इकाईयों को उपलब्ध करायी जाएगी जो औद्योगिक निवेश प्रोत्साहन
नियमावली-202 (यथासंशोधित) में उल्लिखित शर्तों का पूर्णतया अनुपालन सुनिश्चित करती हो।
यह धनराशि ऐसी पात्र नई इकाईयों, जिनके प्रत्यावेदन पिकप में प्राप्त हो या आगे प्राप्त होंगे को
उनके प्राप्त प्रत्यावेदनों के यथाक्रम मैं वरीयतानुसार समस्त आवश्यक औपचारिकताएं एवं अनुबन्ध
पूर्ण कराते हुए उपलब्ध करायी जाएगी।
पात्र इकाईयों को वितरित ऋण की वसूली का पूर्ण उत्तरदायित्व पिकप पर होगा। पिकप द्वारा इकाईयों
को स्वीकृत किये गये ऋण की वापसी हेतु औद्योगिक निवेश प्रोत्साहन नियमावली 20i2 में दिए गए
प्राविधानों के अनुसार प्रभावी व्यवस्था की जाएगी तथा धनराशि की सुरक्षा हेतु समस्त औपचारिकताएं
पूर्ण की जाएगी।
पिकप पर यह सुनिश्चित करने का दायित्व होगा कि पात्र इकाईयों को TAA ब्याज मुक्त ऋण की
धनराशि राज्य सरकार की नीति के प्रावधानों के अनुसार है। स्वीकृत की जा रही धनराशि की शुद्धता
पिकप द्वारा सुनिश्चित की जाएगी।
0. पिकप gant यह भी सुनिश्चित किया जाएगा कि संबंधित इकाई द्वारा ऋण की अदायगी किये जाने
के 02-03 कार्य दिवसों के अन्दर धनराशि राजकोष में जमा करा दी जाए।
4]. ऋण वापसी में fara करने वाली इकाई से वसूला जाने वाली ब्याज (.25 प्रतिशत प्रतिमाह
साधारण ब्याज) राजकोष में जमा कराया जाएगा।
2. स्वीकृत धनराशि का आहरण राजकोष से तात्कालिक आवश्यकता के आधार पर ही किया जाएगा।
3. स्वीकृत धनराशि का आहरण एक माह की आवश्यकतानुसार किया जाएगा। आवश्यकता का आकलन
संयुक्त आयुक्त, उद्योग, लखनऊ मण्डल लखनऊ cant किया जाएगा। पिकप को उपलब्ध कराए गए
ऋण के सापेक्ष पिकप दूवारा ऋण वितरण का अनुश्रवण भी संयुक्त आयुक्त, उद्योग लखनऊ मण्डल,
लखनऊ SANT किया जाएगा तथा धनराशि के सदुपयोग के संबंध A संतुष्ट होने के उपरांत ही अगली
किश्त का आहरण किया जाएगा।
4. पिकप cant वितरित ऋणों की वसूली नियमित रूप से सुनिश्चित की जाएगी। वसूली मैं शिथिलता
बरते जाने पर उत्तरदायित्व निर्धारित कर अग्रेतर कार्यवाही प्रशासकीय विभाग द्वारा की जाएगी।
5. स्वीकृत धनराशि को व्यय किये जाने से पूर्व वित्त (आय-व्ययक) अनुभाग-। के कार्यालय ज्ञाप दिनांक
22 मार्च, 202 एवं अन्य संगत शासनादेशों द्वारा जारी दिशा-निर्देशों का पूर्णतया अनुपालन
सुनिश्चित किया जाएगा।
6. पिकप औद्योगिक निवेश प्रोत्साहन नियमावली-202 के प्राविधानों के अनुसार इकाई की पात्रता का
परीक्षण कर संतुष्ट हो लेंगे। इस बिन्दु पर भी संतुष्ट हो लेंगे कि औद्योगिक निवेश प्रोत्साहन
नियमावली-202 के अन्तर्गत उक्त इकाईयों को स्वीकृत किये गये ऋण की वापसी हेतु प्रभावी
व्यवस्था तथा धनराशि की सुरक्षा हेतु समस्त औपचारिकताएं पूर्ण कर ली गयी हैँ एवं इस आशय की
आख्या पिकप द्वारा संयुक्त आयुक्त उद्योग, लखनऊ मण्डल, लखनऊ को उपलब्ध कराने के पश्चात
ही उनके द्वारा धनराशि आहरित की जाएगी।
ग7. पिकप धनराशि अवमुक्त करने के पूर्व इकाई की पात्रता एवं आकड़ों की शुद्धता का परीक्षण कर
संतुष्ट हो लेंगे।
