वित्तीय वर्ष 2019-20 में गोरखपुर लिंक एक्सप्रेसवे परियोजना हेतु प्राविधानित अवशेष धनराशि रू0 110.921 करोड में से रू0 50.00 करोड की धनराशि जिलाधिकारी, आजमगढ़ को भूमि अधिग्रहण/क्रय हेतु स्वीतकृत किये जाने के संबंध में ।
This document, numbered 7/2020/341/77-3-2020-10 budget/18 and dated February 7, 2020, from Anil Kumar, Joint Secretary, Uttar Pradesh Government, to the District Magistrate of Azamgarh, concerns the allocation of funds for land acquisition/purchase related to the Gorakhpur Link Expressway project.
Out of the ₹110.921 crore budget allocated for the financial year 2019-20 for the Gorakhpur Link Expressway project, ₹50.00 crore is approved for the District Magistrate of Azamgarh for land acquisition.
The financial approval is subject to the following conditions:
1. The funds will be deposited in the District Magistrate of Azamgarh's deposit account.
2. Withdrawal from the deposit account will be made based on immediate requirements.
3. The funds withdrawn will not be deposited in the bank account of UP Expressway Industrial Development Authority (UPEIDA) or any other bank account.
4. UPEIDA is responsible for obtaining a utilization certificate from the District Magistrate of Azamgarh for the disbursed funds and ensuring satisfaction with the expenditure before reporting to the government.
5. Disbursement of funds will be done as per the established rules and guidelines issued by the Finance Department. The guidelines issued by Finance Department vide office memorandum number 1/2019/B-1-170/Das-2019-231/2019 dated 22.03.2019 must be strictly adhered to.
6. The approved funds are to be used for the specific purpose for which they have been allocated.
7. Funds will not be deposited in Bank/ PLA account.
The expenditure of ₹50.00 crore will be debited to the ledger head "5054- Roads and bridges-03-State Highway-337-Roads construction work-07-Gorakhpur Link Expressway project-24-Major construction work" of Grant No. 7 for the financial year 2019-20. This order is issued under the authority delegated by the Finance Department's office memorandum number 1/2019/B-1-170/Das-2019-231/2019, dated 22.03.2019.

2. उक्त प्रसंग में मुझे यह कहने का निदेश हुआ है कि वित्तीय वर्ष 20:9-20 में अनुदान संख्या-7
के लेखाशीर्षक ''5054-सडकों तथा सेतुओं पर पूंजीगत परिव्यय-03-राज्य राजमार्ग-337-सडक निर्माण
कार्य-07-गोरखपुर लिंक TR परियोजना-24-वृहद निर्माण कार्य" के अन्तर्गत प्राविधानित अवशेष
धनराशि BO 0.92 करोड़ में से गोरखपुर लिंक UR परियोजना से आच्छादित जनपद आजमगढ़
को यूपीडा के प्रस्तावानुसार भूमि क्रय मद में जिलाधिकारी, आजमगढ़ को रू0 50.00 करोड़ (रू0 पचास
करोड़ मात्र) की वित्तीय स्वीकृति निम्नलिखित शर्तों के अधीन निर्गत किये जाने की श्री राज्यपाल Vey
स्वीकृति प्रदान करते हैं:-
() धनराशि आहरित करके जिलाधिकारी, आजमगढ़ के डिपाजिट खाते में जमा की जायेगी |
(2) उक्त धनराशि का आहरण डिपाजिट खाते से केवल तात्कालिक आवश्यकता के अनुसार ही
किया जायेगा।
(3) धनराशि का आहरण करके यूपीडा के बैंक खाते में अथवा किसी अन्य बैंक खाते में नहीं रखी
जायेगी।
(4) यूपीडा का यह भी दायित्व है कि आहरित धनराशि के सापेक्ष जिलाधिकारी, आजमगढ़ से
उपयोगिता प्रमाण पत्र प्राप्त कर व्यय की जाने वाली धनराशि से अपने को पूर्णरूप से संतुष्ट
करने के उपरान्त शासन को उपलब्ध कराया जाये।
(5) धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा तथा स्वीकृत
धनराशि को व्यय किये जाने से पूर्व वित्त आय-व्ययक अनुभाग-। के कार्यालय ज्ञाप संख्या-
/209/बी--70/दस-209-23/209 दि0 22.03.209 द्वारा जारी दिशा निर्देशों का
पूर्णतया अनुपालन सुनिश्चित किया जायेगा।

(6) उक्त स्वीकृत धनराशि का उपयोग उसी प्रयोजन के लिए किया जायेगा, जिसके लिए
धनराशि स्वीकृत की जा रही है।
(7) किसी भी परिस्थिति में धनराशि को आहरित कर बैंक/पी0एल0ए0 खाते में नहीं रखा
जायेगा।
3 उपर्युक्त प्रस्तर-2 में स्वीकृत की जा रही धनराशि रू0 50.00 करोड़ (SO पचास करोड़ मात्र)
का व्यय चालू वित्तीय वर्ष 20:9-20 के अनुदान नुदान संख्या-07 के लेखाशीर्षक "5054-सड़कों तथा सेतुओं
पर पूंजीगत परिव्यय-03-राज्य राजमार्ग-337-सड़क निर्माण कार्य-07-गोरखपुर लिंक एक्सप्रेसवे
परियोजना-24-वृहद निर्माण कार्य" के AA डाला जायेगा।
