Dated May 27, 2019, this letter from Anil Kumar, Deputy Secretary of the Uttar Pradesh Government, addresses the Chief Executive Officer of UPIDA (Uttar Pradesh State Industrial Development Authority) in Lucknow regarding financial approval for the Agra-Lucknow Access Controlled 06 Lane Expressway (Green Field) project for the financial year 2019-20.

Conditions for the sanction:
1. The funds should be directly disbursed to the construction companies and not to the UPIDA account.
2. Withdrawals should be limited to immediate requirements.
3. Strict compliance with the guidelines issued by the Finance (Income-Expenditure) Section-1, office memorandum dated March 22, 2019, must be ensured before spending the approved amount.
4. A utilization certificate for the withdrawn amount must be submitted to the government promptly.
5. The approved amount shall be used for the specified purpose for which it is being approved.
The order is issued with the consent of the Finance (Expenditure-Control) Section-6 vide un-official No. ई 6-358/दस-2019 dated May 27, 2019.

2. उक्त के संबंध में मुझे as कहने का निदेश हुआ है कि वित्तीय वर्ष 20]9-20 के
आय -व्ययक में आगरा-लखँनेऊ प्रवेश नियंत्रित 06 लेन एक्सप्रेसवे (ग्रीन फील्ड)
परियोजना के अनुरक्षण हेलु«अनुदान संख्या-007 के लेखाशीर्षक '5054-सड़कों तथा
सेतुओं पर पूंजीगत्त प्ररिव्यये*# 0 3-राज्य राजमार्ग-337-सड़क निर्माण कार्य-03-आगरा से
लखनऊ एक्सप्रेसबे का संदृढीकरण-2 4 -वृहद निर्माण Hah अन्तर्गत प्राविधानित धनराशि
SO l00\00, करोड़ में से जनवरी, 209 से जून, 209 तक व्यय किये जाने वाली
धनराशि रू0९ 74%. 49 करोड (रूपये चौहत्तर करोड अडतालिस लाख) निम्नलिखित शर्तों
एवं प्रतिबेल्धों के अधीन निर्गत किये जाने की स्वीकृति प्रदान की जाती हैं: -
(2) उक्त धनराशि यूपीडा के खाते में नहीं अपितु निर्माणकर्ता संस्थाओं को सीधे प्रदान की
जायेगी।
(2) धनराशि का आहरण केवल तात्कालिक आवश्यकता के अनुसार किया जायेगा।
(3) स्वीकृत धनराशि व्यय किये जाने के पूर्व वित्त (आय-व्ययक) अनुभाग-। के
कार्यालय ज्ञाप दिनांक 22. 03.209 द्वारा जारी दिशा-निर्देशों का पूर्णतया
अनुपालन सुनिश्चित किया जायेगा।
(4) आहरित धनराशि के सापेक्ष उपयोगिता प्रमाण-पत्र यथासमय शासन को उपलब्ध
कराया जायेगा।
5- यह शासनादेश इलेक्ट्रानिकली जारी किया गया है, अत: इस पर हस्ताक्षर की आवश्यकता नही है।
2- इस शासनादेश की प्रमाणिकता वेब साइट http://shasanadesh.up.nic.in से सत्यापित की जा सकती है ।(5) स्वीकृत धनराशि का उपयोग उसी प्रयोजन के लिए किया जायेगा जिसके लिए
धनराशि स्वीकृत की जा रही है।
3- इस संबंध में होने वाला व्यय चालू वित्तीय वर्ष 20]9-20 की अनुदान संख्या-
007 के लेखा शीर्षक *' 5054-सडको तथा सेतुओं पर पूंजीगत परिव्यय 03-राज्य
राजमार्ग 337-सडक निर्माण कार्य 03-आगरा से लखनऊ एक्सप्रेस-वे परियोजना का
सुद्ढीकरण-24-वृहद निर्माण कार्य' ”. के नामे डाला जायेगा।
4- उक्त आदेश वित्त (व्यय-नियंत्रण) अनुभाग-८ के AMO संख्या-ई 6-
358/दस-209 दिनांक 27. 05 .209 में प्राप्त उनकी सहमतति*से*निर्गत किया
जा रहा है।
